CAMPAIGN: IDLE STOP MAN.TRANS. SOLENOID JUMPER WIRE-PHOENIX

GENERAL MOTORS HAS DETERMINED THAT SOME 1981 PONTIAC PHOENIX EQUIPPED WITH A V-6 ENGINE AND MANUAL TRANSMISSION WERE ASSEMBLED WITHOUT THE REQUIRED IDLE STOP SOLENOID JUMPER WIRE (INCLUDING DIODE). WITHOUT A DIODE AND WHEN THE SOLENOID IS DE ENERGIZED, A VOLTAGE TRANSIENT IS GENERATED IN THE ELECTRICAL SYSTEM SUFFICIENT TO "RESET" THE ECM (ENGINE COMPUTER COMMAND MODULE). THE RESET ERRONEOUSLY ACTIVATES THE "CHECK ENGINE" LAMP WHICH IS A MISLEADING INDICATION OF SYSTEM FUNCTIONING. IN ADDITION, THE BRAKE AND CLUTCH SWITCHES, WHICH DEACTIVATE THE IDLE STOP SOLENOID, WERE IMPROPERLY WIRED (IN SERIES RATHER THAN PARALLEL). THIS CONDITION RESULTS IN LOWER ENGINE IDLE SPEED.

VEHICLES INVOLVED

INVOLVED ARE CERTAIN 1981 PONTIAC PHOENIX EQUIPPED WITH A V-6 ENGINE, MANUAL TRANSMISSION AND WITHIN THE FOLLOWING VEHICLE BREAKPOINTS:

PLANT FROM UP TO TARRYTOWN SOP 1G2AY37XXBT102011

DEALER CAMPAIGN RESPONSIBILITY

ALL INVOLVED VEHICLES ARE NOT TO BE SOLD BY THE DEALER UNTIL CAMPAIGN MODIFICATION HAS BEEN COMPLETED.

OWNER NOTIFICATION

NO OWNER NOTIFICATION WILL BE REQUIRED SINCE ALL INVOLVED VEHICLES ARE IN DEALER STOCK.

SERVICE PROCEDURE

IDLE STOP SOLENOID JUMPER WIRE REPLACEMENT

1. RAISE HOOD AND DISCONNECT BATTERY CABLES.

2. DISCONNECT THE GREEN WIRE WITH WHITE COLORED CONNECTOR FROM THE FAST IDLE SPEED SOLENOID.

3. INSTALL SAME TO BLACK CONNECTOR ON JUMPER WIRE ASSEMBLY.

4. PLUG JUMPER ASSEMBLY GREEN WIRE WITH A WHITE COLORED CONNECTOR INTO IDLE SPEED SOLENOID.

5. ROUTE BLACK WIRE WITH RING TERMINAL TO WATER PUMP STUD AND CONNECT AS SHOWN IN FIGURE 1.

6. STRAP JUMPER ASSEMBLY TO EXISTING STRAP.

CONTROL SWITCHES (BRAKE/CLUTCH) JUMPER WIRE ASSEMBLY REPLACEMENT

1. REMOVE HUSH PANEL.

2. REMOVE THE WHITE 2 WIRE CONNECTOR FROM THE CLUTCH START SWITCH, AND REMOVE THE GREEN WIRES AND TERMINAL FROM THIS CONNECTOR (SEE FIGURE 2). ADJUST THE TERMINAL LOCK AND INSERT THESE WIRES IN THE CAVITY OF THE 8917583 CONNECTOR SUPPLIED IN PACKAGE. (NOTE: *TWO GREEN WIRES CONNECTED TO ONE TERMINAL.)

3. REMOVE THE 2 WIRE CONNECTOR FROM THE IDLE STOP BRAKE SWITCH, AND REMOVE THE BLUE WIRE AND TERMINAL FROM THIS CONNECTOR. ADJUST THE TERMINAL LOCK AND INSERT THIS WIRE IN THE CAVITY OF THE 2977253 CONNECTOR SUPPLIED IN PACKAGE.

4. CUT THE BROWN WIRES 1 INCH FROM CONDUIT END (SEE FIGURE 3) AND DISCARD THESE WIRES AND CONNECTORS WHICH WERE REMOVED IN STEPS 2 AND 3. 5. ADD THE JUMPER WIRING (12021369) SUPPLIED IN PACKAGE BY:

A. CONNECTING 8917580 CONNECTOR TO THE 8917583 CONNECTOR IN STEP 2. B. CONNECTING 8900420 CONNECTOR TO THE 2977253 CONNECTOR IN STEP 3. C. CONNECTING THE 12015340 CONNECTOR TO THE CLUTCH START SWITCH. D. CONNECTING THE 12010649 CONNECTOR TO THE IDLE STOP BRAKE SWITCH. C. CONNECTING THE 12010649 CONNECTOR TO THE IDLE STOP BRAKE SWITCH. E. ADD TAPE TO PROVIDE A NEAT AND RELIABLE INSTALLATION (SEE FIGURE4).

7. INSTALL HUSH PANEL.

8. INSTALL CAMPAIGN IDENTIFICATION LABEL

EACH VEHICLE MODIFIED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED I THIS SERVICE PROCEDURE WILL REQUIRE A CAMPAIGN IDENTIFICATION LABEL. EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER, THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE, AND THE DATE VEHICLE WAS CAMPAIGNED. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITE OR BALLPOINT PEN. WHEN INSTALLING LABEL, CLEAN THE SURFACE OF THE RADIATOR UPPER MOUNTING PANEL AND APPLY THE CAMPAIGN LABEL.

9. THE VEHICLES INVOLVED IN THIS CAMPAIGN ARE ALSO INVOLVED IN PRODUCT CAMPAIGN 81-C-3, WHICH IS CURRENTLY BEING PROCESSED AND WILL BE FORWARDED TO YOU VERY SHORTLY. UPON COMPLETION OF THE TWO (2) PRODUCT CAMPAIGNS, DEALERS ARE TO IMMEDIATELY NOTIFY THEIR LOCAL PONTIAC ZONE SERVICE DEPARTMENT. THE CAMPAIGN NUMBERS, DEALER CODE, V.I.N.'S REPAIR ORDER NUMBERS AND DATES MUST BE GIVEN TO THE ZONE OFFICE MAY TAKE THE NECESSARY STEPS TO HAVE THE FACTORY INVOICE RELEASED FOR THE SPECIFIC VEHICLE. IN SUMMARY, BOTH PRODUCT CAMPAIGNS, 81-C-02 AND 81-C-03 MUST BE COMPLETED BEFORE INVOICES CAN BE RELEASED.

ENCLOSED WITH YOUR COPY OF THIS BULLETIN ARE THE FOLLOWING:

A LIST OF THOSE VEHICLES INVOLVED, WHICH OUR RECORDS INDICATE ARE IN YOUR GEOGRAPHICAL AREA, IS ATTACHED FOR YOUR FOLLOW UP. ADVISE THE ZONE IF VEHICLES APPEARING ON THE ATTACHED LIST ARE NOT IN YOUR AREA. (IF A LIST OF VEHICLES IS NOT ATTACHED, OUR RECORDS INDICATE NO AFFECTED VEHICLE IN YOUR AREA.)

A SPECIAL COMPUTER DATA CARD (FORM 4425) IS FURNISHED FOR EACH VEHICLE ON YOUR LIST FOR REPORTING COMPLETION. CAMPAIGN IDENTIFICATION LABELS ARE FURNISHED FOR INSTALLATION ON THE RADIATOR UPPER MOUNTING PANEL TO IDENTIFY CARS COMPLETED.

IF A VEHICLE HAS BEEN TRANSFERRED OR SOLD TO ANOTHER LOCATION, PLEASE COMPLETE THE NEW NAME AND ADDRESS SECTION ON THE ENCLOSED FORM 4425 AND FORWARD TO YOUR PONTIAC ZONE OFFICE.

UPON COMPLETION OF THE REPAIR THE CARD SHOULD IMMEDIATELY BE COMPLETED, INCLUDING REPAIR ORDER NUMBER, DATE OF REPAIR AND SIGNATURE OF PERSON VERIFYING THE REPAIRS AND FORWARDED TO SERVICE DEPARTMENT, PONTIAC MOTOR DIVISION, ONE PONTIAC PLAZA, PONTIAC, MICHIGAN 48053.

ADDITIONAL CARDS AND CAMPAIGN LABELS ARE AVAILABLE FROM YOUR ZONE OFFICE SERVICE DEPARTMENT.

DEALERS SHOULD STILL SUBMIT WARRANTY CLAIMS FOR CREDIT IN THEIR NORMAL MANNER WHEN THEY PERFORM THE SERVICE AS FOLLOWS.

THE NECESSRY PARTS ARE BEING FORWARDED TO DEALERS NO CHARGE, THEREFORE, NUMBERS ARE NOT TO BE LISTED ON THE WARRANTY CLAIM. LIST THE MATERIAL HANDLING ALLOWANCE UNDER THE SUBLET DEALER MATERIAL TOWING COLUMN; THIS REPRESENTS 30% OF THE FURNISHED PARTS.

MATERIAL - $2.10 NET AMOUNT CODE IS NO LONGER USED THE THE ONE LINE CLAIM SYSTEM

CREDITING

DEALERS WILL BE CREDITED VIA WARRANTY DOCUMENT OR TERMINAL TRANSMISSION, WHICHEVER IS THEIR NORMAL METHOD OF SUBMISSION FOR PAYMENT. CLAIMS MUST CONTAIN ALL INFORMATION REQUIRED AND SHOULD LIST THE LABOR OPERATION AS OUTLINED.

REPAIRS SUBMITTED FOR VEHICLES NOT INVOLVED IN THE CAMPAIGN WILL NOT BE PAID.
