"This bulletin is a reissue of Dealer Service Tecbnical Bulletin 80-T-82, dated 1/81, It is being reissued because we have heard of some 1980 - 1983 vebicles experiencing this condition."
The instrument panel on some 1980 - 1983 Phoenix vehicles may break behind the parking brake release handle if the release handle is pulled with other than normal force.
If this condition exists, remove the steering column trim cover and check for:
1. Parking brake cable connected correctly at foot brake assembly, see Figure 1.
2. Correct routing of parking brake cable, see Figure 1.
3. Evidence of parking brake cable being pulled through its casing.
Correct any of the above irregularities, if evident, then continue with the instrument panel repair as described below.
1. With the steering column trim cover and parking brake release cable removed, fabricate a bracket from a .035" sheet metal stock and assemble it to the brake cable using a 1/16" thick, 7/16" front end shim as shown in Figure 2, View A and B.
A limited supply of prefabricated brackets are available through your zone office.
2. Position the cable and bracket as shown in Figure 2, View C. Check the fit of the bracket to the instrument panel, making sure the bracket is not held away by the shim. If the shim interferes, break away a small portion of the instrument panel so the bracket can fit flush against the existing structure.
3. Attach the bracket to the instrument panel using pop rivets, one in each corner. See Figure 2, View C.
4. Connect the parking brake cable at the foot brake assembly and check for correct operation. Install the steering column trim cover.
