CAMPAIGN: DECELERATION VALVE STUCK CLOSED

1984 PONTIAC 6000 EQUIPPED WITH 2.8L V-6 ENGINE (RPO LE2 and LH7) FEDERAL OR CALIFORNIA EMISSION SYSTEMS

CONDITION INVOLVED

General Motors has determined that certain 1984 Pontiac 6000 vehicles equipped with 2.8L V-6 engines (RPO LE2 and LH7) and Federal or California emission systems may be emitting pollutants in excess of Federal or California emission standards.

The cause has been identified as a sticking deceleration valve which may not open, resulting in possible failure to meet HC emissions.

VEHICLES INVOLVED

Only certain 1984 Pontiac 6000 vehicles equipped with 2.8L V-6 engines (RPO LE2 and LH7) and Federal or California emission systems within the following vehicle parameters:

DEALER CAMPAIGN RESPONSIBILITY

To correct this condition on vehicles involved, dealers will inspect the deceleration valve, and replace if necessary, as directed in the PART I and PART II - SERVICE PROCEDURE section of this bulletin.

Dealers are to service all vehicles subject to this campaign at no charge to the owner, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.

Owners of vehicles recently sold from your vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.

OWNER NOTIFICATION

Owners of vehicles involved in this campaign, as records available to Pontiac Motor Division indicate, will be notified by Pontiac Motor Division (see copy of owner letter included with this bulletin).

Involved vehicles have been identified by Vehicle Identification Number computer listings. Computer listings contain the complete vehicle identification number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.

These computer listings may contain owner names and addresses obtained from State Motor Vehicle Registration records. The use of such motor vehicle registration data for any other purpose is a violation of the law in several states. Accordingly, you are urged to limit the use of this listing for the follow-up necessary to complete this campaign.

PART I - SERVICE PROCEDURE (INSPECTION)

1. Raise hood.

2. Inspect deceleration valve for date code (see Figure 1 location).

3. If the date code on the valve is (1154B) or (1174C) it must be replaced as indicated in PART II - SERVICE PROCEDURE (VALVE REPLACEMENT).

4. Deceleration valves with date codes other than those identified in Step 2 are not involved and no further action is required. Install the Campaign Identification label as indicated in PART III - INSTALLATION OF CAMPAIGN IDENTIFI- CATION LABEL.

PART II - SERVICE PROCEDURE (VALVE REPLACEMENT)

1. Remove vacuum hoses from valve.

2. Remove two screws securing valve to engine bracket and remove valve.

3. Install new valve and tighten screws to engine bracket.

4. Reinstall vacuum hoses.

5. Install Campaign Identification label as indicated in PART III - INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL.

PART III - INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Each vehicle modified in accordance with the instructions outlined in this service procedure will require a Campaign Identification Label. Each label provides a space to include the campaign number, the five-digit dealer code of the dealer performing the campaign service, and the date vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. Install the label on the radiator baffle where it is readily visible. Close hood. (Additional campaign labels are available on stationery order as Form 7901-709.)

PARTS INFORMATION

Parts are to be obtained from WDDGM using the following part number (s) :

To ensure this part is obtained as soon as possible it should be ordered from WDDGM on a C.I.O. order with NO special instruction code, but order on an advise code (2).

Parts removed from the involved vehicles are to be retained by the dealer in accordance with the current Service Policies and Procedures Manual.

ENCLOSED WITH THE COPY OF THIS BULLETIN

A list of those vehicles involved, which records available to Pontiac Motor Division indicate are in your geographical area, is attached for your follow-up. Advise the zone if vehicles appearing on the attached list are not in your area. (If a list of vehicles is not attached, our records indicate no affected vehicles are located in your area.) If a vehicle has been transferred or sold to another location, please forward the new name and address of the vehicle to your Pontiac zone office.

RECORDING COMPLETION

Campaign completion will be recorded from "PROPERLY COMPLETED AND PAID WARRANTY CLAIMS." Owners are being asked to present the owner reply card for identification to their dealer at the time they bring in their vehicle to have the campaign performed.

DEALERS SHOULD STILL SUBMIT WARRANTY CLAIMS FOR CREDIT IN THEIR NORMAL MANNER WHEN THEY PERFORM THE SERVICE AS FOLLOWS:

(A completed warranty claim is to be kept as a permanent record of completion.)

A separate repair order must be used for each vehicle.

*In addition dealerships will receive 0.2 hours credit for dealer adminis- trative services associated with this campaign. The 0.1 hours allowance is to be entered in the "Other Labor Hours" field with each campaign repair listed for credit. This entry will not require authorization."

FAILURE CODE 96 MUST BE USED WITH THE LABOR OPERATION.

Parts required are to be listed in your warranty claim in the normal manner. Parts will be credited at dealer net plus 30% dealer handling allowance.

(CREDITING)

Dealers will be credited via Warranty Document or Terminal Transmission, whichever is their normal method of submission for payment. Claims must contain all information required and should list the labor operation as outlined.

Repairs submitted for vehicles not involved in the campaign will not be paid.

Dear Pontiac Owner:

The cause has been identified as a sticking deceleration valve which may not open, resulting in possible failure to meet HC emissions.

To correct these conditions your dealer will inspect and when required replace the deceleration valve on your vehicle. This service will be performed at no charge to you.

Instructions for making the correction(s) have been sent to your dealer. The labor time to perfom this service is approximately thirty minutes. Please allow additional time for your dealer to process your vehicle.

Then enclosed Owner Reply Card identifies your vehicle. Presentation of this card to your dealer will assist in making the inspection to your vehicle in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage paid Owner Identification Reply Card and returning it to us so that we may update our records. Should your dealer not schedule a service date within a reasonable time, you should contact you nearest Pontiac Zone Office either in person or by telephone for assistance. The locations and telephone numbers for zone offices are listed in your Warranty and Owner Assistance Information booklet.

If your dealer or General Motors are unable to remedy this condition within a reasonable time, you may wish to advise the Environmental Protection Agency, at the following address: Director, Manufacturers Operation Division (EN-340), United States Environmental Protection Agency, 401 M Street, S.W. Washington, D.C.. 20460. To ensure your full protection under the emission warranty made applicable to your vehicle by Federal Law, and your right to participate in future recalls, it is recommended that you have your vehicle serviced as soon as possible. Failure to do so could legally be determined to be a lack of proper maintenance of your vehicle.
