CONDITION
Environmental Protection Agency (EPA) testing has shown that some 1985 Oldsmobile Calais, Cutlass Ciera, Cutlass Cruiser and Ninety-Eight models equipped with RPO LN7 3.0L engine (VIN Code L) or RPO LN3 3.8L engine (VIN Code 3) and Federal Emissions may be emitting pollutants in excess of the Federal Emission Standards. This condition could cause a vehicle to fail an emission inspection test, if required under state or local law.
VEHICLES INVOLVED
Involved are certain 1985 Calais, Cutlass Ciera, Cutlass Cruiser and Ninety-Eight model vehicles with 3.0L or 3.8L V6 multiport fuel injection engines and Federal Emissions (RPO NA5), from start-of-production through end-of-production, as listed below.
Reference Code Model Engine Engine And Part Number Option, VIN Code On Tuneup Label --------- ------- -------- --------------- Calais LN7 L JNB 25525393
Cutlass Ciera & LN3 3 JSP 25525849 Cutlass Cruiser
Ninety-Eight LN3 3 JSH 25525856 or JSB 25515392
Other V6 engines are not Involved.
All vehicles listed on the dealer printout will require correction. Should a question arise concerning the Involvement of a specific vehicle(s) in this campaign, option codes may be read from the Service Parts Identification Label; or the reference code & label part number can be read from the Vehicle Emission Control Information label underhood. Also, dealers should access the Vehicle Information Service System (V.I.S.S.) for verification.
DEALER ACTION
Dealers are to replace the PROM assembly in the Electronic Control Module (ECM) on vehicles involved, per the SERVICE PROCEDURE section of this bulletin.
If there is evidence of Intentional disablement of the emission system the dealer is to notify the vehicle owner of this condition and ask if he/she wants the system restored. Restoration cost is the responsibility of the owner.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of mileage, age of vehicle, or ownership from this time forward.
Whenever a vehicle subject to this campaign is taken into your used car inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Dealers are to contact owners of vehicles recently sold from your used vehicle inventory and arrange for the campaign correction to be performed.
SERVICE PROCEDURE
1. Note the stations to which customer has their radio preset. With the ignition in the "OFF" position, open hood and disconnect negative battery cable.
2. Remove Instrument Panel right sound insulator. On Cutlass Ciera and Cutlass Cruiser, also remove the Instrument Panel Compartment.
3. Loosen nut(s) for Electronic Control Module (ECM) to mounting bracket.
4. Disconnect electrical connectors and remove ECM. See Section 8C of the 1985 Oldsmobile Firenza, Calais, Cutlass Ciera, Ninety-Eight Chassis Service Manual, Volume II, for illustration and removal instructions.
5. Remove PROM access cover. See Section 6E3, pages 174, 175, and 176, of above noted service manual for detailed instructions regarding PROM removal and installation.
6. Remove PROM assembly using the rocker-type PROM removal tool (See figure 1).
7. Install new PROM assembly in ECM. On the NINETY-EIGHT, install new PROM based on the old PROM Code or old PROM I.D. per the PARTS INFORMATION section.
9. Reverse steps 5 to 2 to reinstall ECM.
10. Reconnect the negative battery cable, and reset memory functions, including owner's radio station preferences.
11. Start the engine and observe check engine light. If it does not go out, the PROM was installed backwards and is now damaged; a new PROM will have to be installed in the correct orientation.
12. Install a Campaign Identification Label.
CAMPAIGN IDENTIFICATION LABEL
Each label provides space to print the campaign number, and the five (5) digit dealer code of the dealer performing the campaign. Insert this information with a typewriter or a ballpoint pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
