YEAR: 1995
General Motors has determined that certain 1995 Oldsmobile Eighty Eight and Ninety Eight model vehicles equipped with a 3800 Series II engine (PRO L36), may have a deceleration stall under certain specific conditions. This could result in loss of power steering assist, generator and power braking assist.
To prevent this condition from occurring, retailers are to replace suspect Mem-Cal of the Powertrain Control Module (PCM) with a Mem-Cal of an improved design.
Certain (not all) 1995 Oldsmobile Eighty Eight and Ninety Eight vehicles equipped with the 3800 Series II (RPO L36) VIN "K" engine within the breakpoints listed below:

All vehicles listed on the retailer printout will require correction. Campaign involvement, or campaign completion can be verified by utilizing VISS (Vehicle Information Service System).
The campaign printout sent to retailers with involved vehicles is for vehicles equipped with the 3800 Series II VIN "K" (RPO L36) engine. The L67 supercharged 3800 engine is not involved.
Should a question arise concerning the campaign involvement of a specific vehicle within the VIN breakpoints listed above, retailers should access VISS (Vehicle Information Service System) for verification.
Involved vehicles have been identified by Vehicle Identification Number Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved retailers with the campaign bulletin. Owner name and address data furnished will enable retailers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any retailer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
A pre shipment will be sent to involved retailers the week of December 26, 1994.
Pre shipment will equal parts for 30% of the number of vehicles to be repaired (minimum of one (1) based on retailer listing). Pre shipment parts will be charged to the retailers open parts account.
To assist in ordering additional Mem-Cals, if needed, the VIN listing has an identifying "code letter" column to identify the Mem-Cal part number for the specific involved VIN. Refer to the following table:

To ensure that the additional Mem-Cals are obtained as soon as possible, order them from GMSPO (GM Service Parts Operations) on a C.I.O. order, with no special instruction code, but order on an advise code (2).

Owners will be notified of this recall on their vehicles by Oldsmobile Division (see copy of the owner letter included with this bulletin).
Retailers are to service all vehicles involved in this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership.
Whenever a vehicle subject to this campaign is taken into your new or used car inventory, or if it is in your retail facility for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Retailers are to contact owners of vehicles recently sold from your new or used vehicle inventory and arrange for the campaign correction to be performed.
Retailers with vehicles to correct will also receive one printout of vehicle identification numbers, owner names and addresses in VIN sequence (in California, VIN's only, no names or addresses). This data will enable you to follow- up with involved owners.
Your cooperation in completing this campaign as soon as possible will be greatly appreciated.
1. With the ignition in the "OFF" position, open hood and disconnect the negative battery cable.
2. Remove instrument panel right sound insulator.
3. Pull bottom of PCM (Powertrain Control Module) away from mounting bracket and remove PCM from bracket.
4. Remove Mem-Cal access cover.
5. Remove Mem-Cal by using thumb and first finger. Gently squeeze each end of the blue calibrator unit.
6. Install new Mem-Cal into PCM.
7. Install PCM Mem-Cal access cover.
8. Install PCM into bracket.
9. Install right instrument panel sound insulator.
10. Reconnect the negative battery cable.
11. Perform on-board diagnostic system check. If DTC P0325, P1361, P1350, or P1623 occurs of if the MIL (Malfunction Indicator Lamp), i.e. "Service Engine Soon" light is on constantly with no DTC's the Mem-Cal is not fully seated or is defective.
12. Install a Campaign Identification Label.
Each label provides space to print the campaign number and the five (5) digit retailer code of the retailer performing the campaign. Insert this information with a typewriter or ball-point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.
Each Campaign Identification Label is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.
Submit claims using the "V" labor operation number below for each vehicle:

REASON FOR RECALL: General Motors has determined that certain 1995 Oldsmobile Eighty Eight and Ninety Eight model vehicles equipped with a 3800 Series II engine may have a deceleration stall under certain specific conditions. This could result in loss of power steering assist, generator and power braking assist.
WHAT WE WILL DO: To prevent this condition from occurring, a component inside the Powertrain Control Module on your vehicle will be replaced with an improved design. This service will be performed for you at no charge.
WHAT YOU SHOULD DO: Please contact your Oldsmobile retailer as soon as possible to arrange a service date. Instructions for making this correction have been sent to your retailer. Please ask your retailer if you wish an estimate of the total time needed to schedule, process and return your vehicle.
OWNER REPLY CARD: The enclosed owner reply card identifies your vehicle. Presentation of this card to your retailer will assist in making the necessary correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage paid reply card and returning it to us.
EMISSION WARRANTY: To ensure your full protection under the emission warranty made applicable to your vehicle by Federal Law, and your right to participate in future recalls, it is recommended that you have your vehicle serviced as soon as possible. Failure to do so could legally be determined to be lack of proper maintenance of your vehicle. Also, your vehicle may fail a state or local emission inspection test if the recall work is not accomplished.
The California Air Resources Board (CARB) requires that vehicle emission campaign be completed prior to California registration renewal. Uncorrected emission recall campaign will result in the inability to renew your California registration.
At the time of emission campaign completion, your California Oldsmobile retailer will issue a "Campaign Certificate of Completion". Keep this certificate and, if required, present it to the Department of Motor Vehicles when renewing your California registration as proof of campaign completion. your California registration as proof of campaign completion.
