CAMPAIGN:4T60E SECOND GEAR CLUTCH REACTION PLATES

SUBJECT: 4T60-E SECOND GEAR CLUTCH REACTION PLATES

YEAR: 1995

MODELS: A, C, H, N, U, & W

DEFECT INVOLVED

General Motors has determined that certain 1995 Oldsmobile Cutlass Ciera, Ninety Eight, Eighty Eight, Achieva, Silhouette and Cutlass Supreme model vehicles with the Hydra-matic 4T60-E transaxle may have been built with second clutch reaction (steel) plates improperly manufactured. This condition could result in premature wear of the second clutch assembly at low mileage and may cause the transaxle to lose second gear and eventually become inoperative.

To prevent this condition from occurring, retailers are to replace the suspect transaxle with a new transaxle on all affected vehicles.

Certain 1995 Oldsmobile Cutlass Ciera, Ninety Eight, Eighty Eight, Achieva, Silhouette and Cutlass Supreme model vehicles with the Hydra-matic 4T60-E transaxle within the breakpoints listed below:

Involved vehicles have been identified by Vehicle Identification Number listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved retailers with the campaign bulletin. Owner name and address data furnished will enable retailers to follow-up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any retailer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

Should a question arise concerning the campaign involvement of a specific vehicle(s) within the breakpoints listed above, retailers should access VISS (Vehicle Information Service System) for verification.

All vehicles listed on the retailer printout will require correction. Other suspect vehicles should be checked for campaign involvement by utilizing VISS (Vehicle Information Service System).

PARTS INFORMATION

Parts required to complete this campaign must be obtained from GMSPO (General Motors Service Parts Operations). Parts should be ordered from GMSPO on a C.I.O. order with no special instruction code, but an advise code 2.

IMPORTANT: TRANSAXLE CORES MUST BE RETURNED TO GMSPO AS SOON AS POSSIBLE TO ENSURE TIMELY CORE CHARGE REIMBURSEMENT.

OWNER NOTIFICATION

Owners will be notified of this recall on their vehicles by Oldsmobile Division (see copy of the owner letter included with this bulletin).

RETAILER CAMPAIGN RESPONSIBILITY

Retailers are to service all vehicles involved in this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership.

Whenever a vehicle subject to this campaign is taken into your new or used car inventory, or if it is in your retail facility for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.

Retailers are to contact owners of vehicles recently sold from your new or used vehicle inventory and arrange for the campaign correction to be performed.

Retailers with vehicles to correct will also receive one printout of vehicle identification numbers, owner names and addresses in VIN sequence (in California, VIN's only, no names or addresses). This data will enable you to follow-up with involved owners.

Your cooperation in completing this campaign as soon as possible will be greatly appreciated.

SERVICE PROCEDURE

1. Raise vehicle on hoist and inspect transaxle identification nameplate. Verify the replacement transaxle assembly is the same model number as the original transaxle in the vehicle. See Figure 1.

If the transaxle Julian Date information indicates 258, 259, 262, 263, 264, or 292 the transaxle must be replaced - go to step 2.

If the transaxle Julian Date information is other than listed above, do not replace the transaxle - go to step 4.

2. Replace the transaxle assembly. See the appropriate 1995 Service Manual, section 7A, for transaxle replacement procedure.

IMPORTANT: TRANSAXLE COOLER AND LINES MUST BE FLUSHED WHEN REPLACING TRANSAXLE!

3. The removed transaxle assembly must be crated in the original shipping container and returned in the usual manner with the appropriate information included.

IMPORTANT: TRANSAXLE CORES MUST HAVE A COMPLETED PRODUCT FEEDBACK FORM ATTACHED. THE PRODUCT FEEDBACK FORM MUST INCLUDE THE VIN, MILEAGE AND CAMPAIGN NUMBER (95-C-08). THIS INFORMATION WILL AID IN THE TIMELY PROCESSING OF TRANSAXLE CORES.

4. Install a Campaign Identification Label.

CAMPAIGN IDENTIFICATION LABEL

Each label provides space to print the campaign number and the five (5) digit retailer code of the retailer performing the campaign. Insert this information with a typewriter or ball-point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.

Each Campaign Identification Label is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Submit claims using only one of the "V" labor-ops below for each vehicle:

Total Parts. Use actual part count or two (2), one (1) for the transaxle plus one (1) for the Dextron Ill automatic transmission fluid.

Parts Allowance. The parts allowance should be $1125.00 (allowance for the transaxle and core charge for this campaign only) plus the sum total of the Dextron III GMSPO Dealer Net Price plus 40%.

-Labor Hours. This labor time includes transaxle replacement, cooler flush and toe-in check and adjustment.

*Administration Allowance: 0.1 hour for clerical administration may be applied for in the ST (Straight Time) column.

Dear Oldsmobile Owner:

Records available to Oldsmobile indicate that you are the owner of a 1995 Oldsmobile vehicle.

WHAT YOU SHOULD DO: Please contact your Oldsmobile retailer as soon as possible to arrange a service date. Instructions for making this correction have been sent to your retailer. Please ask your retailer if you wish an estimate of the total time needed to schedule, process and return your vehicle.

OWNER REPLY CARD: The enclosed owner reply card identifies your vehicle. Presentation of this card to your retailer will assist in making the necessary correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage paid reply card and returning it to us.
