MODEL: CUTLASS SUPREME w/2.3L (RPO LD2) VIN D & CALIFORNIA EMISSIONS (RPO NB2)
General Motors has decided that certain 1990 Oldsmobile Cutlass Supreme model vehicles equipped with the 2.3L engine and California emissions (RPO NB2) may have an I.D.I. (Integrated Direct Ignition) coil housing that may crack. This may cause the engine to miss and run rough.
To prevent these conditions from occurring, retailers are to replace the I.D.I. coil housing on affected vehicles.
Involved are 1990 Oldsmobile Cutlass Supreme model vehicles equipped with the 2.3L (RPO LD2) VIN D engine and California Emissions (RPO NB2), within the following VIN breakpoints:

Not all vehicles within the above breakpoints are involved
All vehicles listed on the retailer printout will require inspection and/or correction. Campaign involvement, or campaign completion of any vehicle(s) in question, can be verified by utilizing VISS (Vehicle information Service System).
Involved vehicles have been identified by Vehicle Identification Number listings. Computer listings contain the complete Vehicle identification Number, owner name and address data, and are furnished to involved retailers with the campaign bulletin. Owner name and address data furnished will enable retailers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any retailer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
To ensure that any parts your retail facility may require are obtained as soon as possible, order them from GMSPO (General Motors Service Parts Operations) on a C.I.O. order, with no special instruction code, but order on an advise code (2). All Goodwrench part system test retailers should order on a "VIP" order.

Owners will be notified of this recall on their vehicles by Oldsmobile Division (see copy of the owner letter included with this bulletin).
Retailers are to perform this campaign on all involved vehicles at no charge to owners, regardless of mileage, age of vehicle, or ownership from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or if it is in your retail facility for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Retailers are to contact owners of vehicles recently sold from your new or used vehicle inventory and arrange for the campaign correction to be performed.
California retailers are reminded that they must provide vehicle owners with a "Vehicle Emission Recall Proof of Correction" certificate when performing the emission campaign so owners can prove to the California Department of Motor Vehicles (DMV) that the emission campaign correction was performed. Failure to provide the owner with the certificate may cause a delay in the owner being able to renew their vehicle registration and may cause customer dissatisfaction.
Please confirm that service staff are currently trained in providing the certificate and that certificate pads are on hand.
Retailers with vehicles to correct will also receive a printout of vehicles identification numbers, owner names and addresses in VIN Sequence (in California, VIN's only, no names or addresses). This data will enable you to follow- up with involved owners.
Your cooperation in completing this campaign as soon as possible will be greatly appreciated.
1. Raise and support the hood.
2. View between cam carriers and note color of coil housing:
a.) If coil housing is white, it is the correct part. Go to step 13.
b.) If coil housing is black, the cover requires replacement with correct part (P.N.: 10475706). Go to step 3.
3. Note the radio preset stations.
4. Disconnect the negative battery cable.
5. Disconnect ignition module electrical connector.
6. Remove the I.D.I. assembly.
7. Remove I.D.I. coil housing bolts and housing.
8. Install new I.D.I. coil housing and bolts.
9. Install I.D.I. assembly.
10. Connect ignition control module electrical connector.
11. Connect negative battery cable and lower hood.
12. Reset the radio preset stations.
13. Install a Campaign Identification Label.
14. California retailers only, provide owner with a 'Vehicle Emission Recall Proof of Correction" certificate.
VEHICLE EMISSION RECALL PROOF OF CORRECTION CERTIFICATE (CALIFORNIA ONLY)
When an emission campaign is completed, California retailers MUST give the vehicle owner a certificate to present to the California DMV (Department of Motor Vehicles) when renewing vehicle registration. Without this certificate, the owner may be unable to renew vehicle registration, causing customer dissatisfaction.
Each label provides space to include the subject corporate campaign number and the Oldsmobile retailer identification code of the retailer completing the campaign service. This information must be inserted with a ball point pen. Servicing retailers are to ensure that these numbers are recorded and the label is properly affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. This label is to be used in conjunction with a clear protective plastic cover which will also be provided to retailers when labels are ordered. Current or prior owners may request reimbursement for prior replacement of the I.D.I. coil housing. They must submit original documentation that reasonably confirms the amount of unreimbursed repair expenses, a description of the repair, the date of the repair, and the person or entity who performed the repair to receive reimbursement. Claims for customer reimbursement on previously paid repairs are to be submitted according to the Warranty Claim Information instructions. Use the "Owner Reimbursement' labor operation and list all owner expenses concerning previous repairs in the net items column of the warranty claim.

Dear Oldsmobile Cutlass Supreme Owner:
This notice is to inform you Oldsmobile Division is conducting an emission recall that includes your vehicle.
REASON FOR RECALL: General Motors has decided that some 1990 Oldsmobile Cutlass Supreme models equipped with 2.3L engines may develop material separation in the ignition coil cover at the high voltage conductors. As the separation increases, arcing occurs between conductors and engine, resulting in intermittent misfire.
WHAT WE WILL DO: To prevent this condition from occurring on your vehicle, we will inspect the ignition coil cover, and if necessary, replace it at no charge to you.
WHAT YOU SHOULD DO: Contact your Oldsmobile Retailer to arrange a service date. Instructions have been sent to your Retailer. It is estimated that parts will be available to your retailer June 19, 1995. Please ask your retailer if you desire an estimate of the total time needed to schedule, process and return your vehicle. Included in this time would be about eighteen (18) minutes for a technician to inspect/replace the (I.D.I.) Integrated Direct Ignition coil housing.
EMISSION WARRANTY: To ensure your full protection under the emission warranty made applicable to your vehicle by Federal Law, and your right to participate in future recalls, it is recommended that you have your vehicle serviced as soon as possible. Failure to do so could legally be determined to be lack of proper maintenance of your vehicle. Also, your vehicle may fail a state or local emission inspection test if the recall work is not accomplished.
Should your retailer find that your emission system has been intentionally disabled, you will be asked if you wish the system to be restored so that it will function as designed. The cost of such restoration will be your responsibility.
IMPORTANT MESSAGE FOR CALIFORNIA RESIDENTS: The (CARB) California Air Resources Board requires that vehicle emission campaign be completed prior to California registration renewal. Uncorrected emission recall campaign will result in the inability to renew your California registration.
At the time of emission campaign completion, your California Oldsmobile retailer will issue a "Campaign Certificate of Completion". Keep this certificate and, if required, present it to the Department of Motor Vehicles when renewing your California registration as proof of campaign completion.
If you previously paid to have the (I.D.I.) Integrated Direct Ignition coil housing replaced and you wish reimbursement, contact the Service Department at your Oldsmobile retailer. When doing so, you should present the retailer with original documentation which reasonably confirms the amount of unreimbursed repair expense due to the replacement/repair of the parts listed above, the date of the repair, and the person or entity performing the repair. If you can, please use the Oldsmobile retailer who sold and/or regularly services your vehicle to handle the reimbursement claim, as they have records on your vehicle. You should also have your retailer inspect your Oldsmobile to see if the campaign work still needs to be performed, regardless of prior repairs for the described condition.
Should your retailer not schedule a service date within a reasonable time, please call Oldsmobile Customer Assistance (1-800-442-6537). Deaf, hearing impaired, or speech impaired persons with telecommunications devices for the deaf (TDD/TTY) may contact Oldsmobile Customer Assistance at 1-800-TDD-OLDS (1-800-833- 6537). They will assist you and the retailer in getting your vehicle corrected.
