CONDITION
GENERAL MOTORS HAS DETERMINED THAT CERTAIN 1989 CUTLASS SUPREME MODELS WITH ELECTRONIC COMFORT CONTROL AIR CONDITIONING MAY HAVE BEEN BUILT WITH CONTORL ASSEMBLIES WHICH FAIL TO CONFORM TO THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD 103, "WINDSHIELD DEFROSTING AND DEFOGGING". THE DISPLAY ON THE ELECTRONIC AIR CONDITIONING CONTROL MAY NOT FUNCTION WHEN STARTING A VEHICLE WHICH HAS BEEN PARKED, WITH THE IGNITION OFF, FOR A FEW HOURS. IF THIS OCCURS AT THE SAME TIME THAT WINDSHIELD DEFROSTING IS DESIRED, THE FAN MAY NOT FUNCTION. TURNING THE IGNITION OFF AND ON (ONE OR MORE TIMES) MAY RESTORE THE DISPLAY AND PROVIDE CORRECT WINDSHILED DEFROSTING CONTROL.
VEHICLES INVOLVED
CERTAIN 1989 OLDSMOBILE CUTLASS SUPREME MODELS EQUIPPED WITH ELECTRONIC COMFORT CONTROL AIR CONDITIONING (RPO C68) WITHIN THE FOLLOWING VIN BREAKPOINTS:
DIVISION BEGINNING THROUGH AND INCLUDING
OLDSMOBILE KD300001 KD330299
APPROXIMATELY 6800 VEHICLES BETWEEN TEH BREAKPOINTS ARE EQUIPPED WITH ELECTRONIC COMFORT CONTROL AIR CONDITIONING. OF THESE, 588 WERE CORRECTED AT THE ASSEMBLY PLANT PRIOR TO BEING SHIPPED TO THE DEALER AND WILL NOT REQUIRE CORRECTION BY THE DEALER. ALL SUBJECT VEHICLES WHICH ARE LISTED ON THE DEALER'S CAMPAIGN PRINTOUT WILL REQUIRE INSPECTION AND POSSIBLE CORRECTION AS OUTLINED IN THE SERVICE PROCEDURE SECTION OF THIS BULLETIN.
SHOULD A QUESTION ARISE CONCERNING THE CAMPAIGN INVOLVEMENT OF A SPECIFIC VEHICLE(S) WHITHI THE VIN BREAKPOINTS LISTED ABOVE, DEALERS SHOULD ACCESS THE COMMUNICATIONS SYSTEMS WHICH ARE AVAILABLE TO THEM FOR VERIFICATION PURPOSES.
THE CAMPAIGN PRINTOUT SENT TO DEALERS WITH INVOLVED VEHICLES INDICATES THE INVOLVED VEHICLES EQUIPPED WITH REAR WINDOW DEFOGGING (RPO C49).
DEALER ACTION
TO PREVENT THIS CONDITION FROM OCCURRING, ON INVOLVED VEHICLES, DEALERS ARE TO REPLACE THE ELECTRONIC COMFORT CONTROL ASSEMBLY.
AS REMANUFACTURED CONTROL ASSEMBLIES WILL MOST LIKELY BE THE PARTS USED, DEALERS ARE REMINDED OF THEIR OBLIGATION TO ADVISE THE VEHICLE OWNER WHEN SUCH PARTS ARE USED.
DEALERS ARE TO PERFORM THIS CAMPAIGN ON ALL INVOLVED VEHICLES AT NO CHARGE TO OWNERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP FROM THIS TIME FORWARD.
WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED CAR INVENTORY, OR IT IS IN YOUR DEALERSHIP FOR SERVICE, YOU ARE TO ENSURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.
DEALERS ARE TO CONTACT OWNERS OF VEHICLES RECENTLY SOLD FROM YOUR NEW VEHICLE INVENTORY AND ARRANGE FOR THE CAMPAIGN CORRECTION TO BE PERFORMED.
SERVICE PROCEDURE
1. RECORD THE STATION SETTINGS ON THE RADIO, THEN REMOVE FUSE #2, "ELEC" (15 AMP.)
2. REMOVE THE INSTRUMENT PANEL TRIM PLATE AT THE AIR CONDITIONING CONTROL ASSEBMLY.
3. REMOVE AND SET ASIDE THE SCREWS WHICH SECURE THE CONTROL ASSEMBLY TO THE INSTRUMENT PANEL.
4. REMOVE THE CONTROL ASSEMBLY FROM THE INSTRUMENT PANEL.
5. INSPECT THE TOP OF THE CONTROL ASSEMBLY FOR THE PART NUMBER AND DATE CODE AS SHOWN IN FIGURE 1.
FOR A PART NUMBER OF 16050293 OR 16050303: IF THE DATE CODE IS "11 02 8" (NOV. 2, 1988) OR LATER, PROCEED WITH STEP (9) TO REINSTALL THE CONTROL ASSEMBLY. IF THE DATE CODE IS EARLIER THAT "11 02 8", PROCEED TO STEP (6).
IF THE PART NUMBER IS 16138023 OR 16138033, PROCEED WITH STEP (9) TO REINSTALL THE CONTROL ASSEMBLY.
IF THE CONTROL ASSEMBLY HAS A DELCO REMANUFACTURING LABEL, "FACTORY AUTHORIZED REMANUFACTURED MODULE", PROCEED WITH STEP (9) TO REINSTALL THE CONTROL ASSEMBLY.
6. ON THE REAR OF THE CONTROL ASSEMBLY, DISCONNECT THE ELECTRICAL CONNECTORS.
7. DETERMINE WHICH AIR CONDITIONING CONTROL ASSEMBLY IS INSTALLED ON THE VEHICLE AND OBTAIN A NEW ASSEMBLY FOR INSTALLATION:
WITH REAR WINDOW DEFOGGING (RPO C49) - P/N 1228880.
WITHOUT REAR WINDOW DEFOGGING - P/N 1228881.
INSPECT THE LABELS ON TOP OF THE NEW CONTROL ASSEMBLY TO ASSURE THAT IT MEETS THE REQUIREMENTS OF STEP (5). IF THE CONTROL ASSEMBLY IS A P/N 16050293 AR 16050303 WITH A DATE CODE EARLIER THAN "11 02 8", RETURN THE PART TO GMSPO UNDER THEIR REGULAR EXCHANGE PROGRAM (SEE GMSPO BULLETIN 89-8).
8. INSTALL THE ELECTRICAL CONNECTIONS TO THE REAR OF THE NEW CONTROL ASSEMBLY.
9. INSERT THE CONTROL ASSEMBLY INTO THE INSTRUMENT PANEL.
10. REINSTALL THE SCREWS SECURING THE CONTROL ASSEMBLY TO THE INSTRUMENT PANEL.
THE CONTROL ASSEMBLY SHOULD FIT EVENLY ON THE INSTRUMENT PANEL MOUNTING BOSSES WITHOUT "ROCKING". IF NECESSARY, SHIM THE CONTROL ASSEMBLY TO PANEL WITH A WASHER AT A MOUNTING BOSS SCREW LOCATION TO AVOID BINDING THE CONTROL AS SCREWS ARE TIGHTENED.
11. REINSTALL THE INSTRUMENT PANEL TRIM PLATE.
12. REINSTALL FUSE #2, THEN RESET THE CLOCK, READIO STATIONS, AND THE DRIVER INFORMATION CENTER (DIC), IF THE VEHICLE IS SO EQUIPPED.
13. INSTALL A CAMPAIGN IDENTIFICATION LABEL.
CAMPAIGN IDENTIFICATION LABEL
EACH LABEL PROVIDES SPACE TO PRINT THE CAMPAIGN NUMBER, AND THE FIVE (5) DIGIT DEALR CODE OF THE DEALER PERFORMING THE CAMPAIGN. INSERT THIS INFORMATION WITH A TYPEWRITER OR BALL POINT PEN. WHEN INSTALLING LABEL, CLEAN AND DRY THE SURFACE OF THE RADIATOR SUPPORT TIE BAR AND APPLY THE CAMPAIGN LABEL WHERE IT IS READILY VISIBLE.
