General Motors has determined that some 1984 Cutlass Cieras have incorrect information on the Vehicle Emission Control Information Label. These labels state "NO IGNITION TIMING ADJUSTMENT." The label should state "IGNITION TIMING TO BE SET AT 15 DEGREES B.T.D.C." The emission label is required by the Federal Clean Air Act.
Certain 1984 Cutlass Cieras equipped with a 3.8L (LN3) MPFI engine within the following serial numbers:

Dealers are to install a new correct Vehicle Emission Control Information Label (part no. 25524875) on vehicles involved, as described in the Service Procedure Section of this bulletin.
Each dealer will receive a new label for all cars listed on their printout without an owner name and address. Those cars showing a dealer name or no name and address are the dealer's responsibility to correct. Additional labels may be obtained from your Zone Office.
Since labels can be installed very easily, and because we do not want to cause owners unnecessary inconvenience, the new labels have been furnished directly to affected owners of record. Owners may install them personally or they may request dealer assistance for installation.
Dealers are to perform this recall campaign at no charge to the owner, on affected vehicles, regardless of time, mileage or ownership.
Whenever a vehicle subject to this campaign is taken into your used car inventory in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling the vehicle.
SERVICE PROCEDURE
1. Open the hood and locate the old label. (Should be located on the left front strut upper mounting housing.) Refer to illustration.
2. Clean the surface of the old label with soapy water and wipe dry.
3. Remove backing from NEW label and apply the new label over the old label.
4. Install a Campaign Identification Label. Each vehicle modified in accordance with the instructions outlined in this procedure will require a Campaign Identification Label. Each label provides a space to include the campaign number, the five (5) digit dealer code of the dealer performing the campaign service, and the date the campaign was performed. This information may be inserted with a typewriter or ballpoint pen. When installing the label, clean the surface of the radiator upper mounting support and apply the campaign label where it is readily visible.
