SUBJECT: 98059 - ENGINE MISFIRE - INSPECT/REPLACE IGNITION CONTROL MODULE

MODELS: 1999 CHEVROLET LUMINA, MONTE CARLO, AND MALIBU; PONTIAC GRAND PRIX; BUICK CENTURY; OLDSMOBILE CUTLASS EQUIPPED WITH 3.1L V6 ENGINES (RPO L82; VIN 'M')

GENERAL MOTORS HAS DECIDED TO CONDUCT A VOLUNTARY EMISSION CAMPAIGN INVOLVING CERTAIN 1999 CHEVROLET LUMINA, MONTE CARLO, MALIBU; PONTIAC GRAND PRIX; BUICK CENTURY; AND OLDSMOBILE CUTLASS MODEL VEHICLES EQUIPPED WITH 3.1L V6 ENGINES (RPO L82; VIN 'M'). THESE VEHICLES MAY BE EQUIPPED WITH IGNITION COIL/CONTROL MODULE ASSEMBLIES THAT WERE INCORRECTLY MANUFACTURED AND MAY RESULT IN SETTING THE SES LIGHT AND CAUSING VARIOUS DRIVEABILITY PROBLEMS, INCLUDING ENGINE MISFIRE.

TO CORRECT THIS CONDITION, DEALERS ARE TO INSPECT THE IGNITION COIL/CONTROL MODULE ASSEMBLY FOR SUSPECT DATE CODES AND LOT NUMBERS AND, IF NECESSARY, REPLACE THE IGNITION CONTROL MODULE.

NORMAL ORDERS SHOULD BE PLACED ON A DRO = DAILY REPLENISHMENT ORDER. AN EMERGENCY REQUIREMENT SHOULD BE ORDERED ON A CSO = CUSTOMER SPECIAL ORDER.

NOTICE: DUE TO THE SMALL NUMBER OF VEHICLES INVOLVED AND DUE TO LIMITED INITIAL PARTS AVAILABILITY, DEALERS ARE ENCOURAGED NOT TO ORDER CAMPAIGN PARTS FOR USE AS SHELF STOCK. PARTS SHOULD ONLY BE ORDERED WHEN INSPECTION DETERMINES THAT IT IS NECESSARY TO REPLACE THE IGNITION CONTROL MODULE.

NOTICE: IT IS ESTIMATED THAT ONLY 17% OF INVOLVED VEHICLES WILL REQUIRE IGNITION CONTROL MODULE REPLACEMENT. PLEASE ORDER PARTS ACCORDINGLY.

CUSTOMER NOTIFICATION

CUSTOMERS WILL BE NOTIFIED OF THIS CAMPAIGN ON THEIR VEHICLES BY GENERAL MOTORS (SEE COPY OF TYPICAL CUSTOMER LETTER INCLUDED WITH THIS BULLETIN - ACTUAL DIVISIONAL LETTER MAY VARY SLIGHTLY).

IN ORDER TO ENSURE FULL PROTECTION UNDER THE EMISSION WARRANTY, AND THE RIGHT TO PARTICIPATE IN FUTURE RECALLS, THE CUSTOMER NOTIFICATION LETTER RECOMMENDS THAT CUSTOMERS HAVE THEIR VEHICLES SERVICED AS SOON AS POSSIBLE. IT ALSO ADVISES THAT FAILURE TO DO SO COULD LEGALLY BE DETERMINED TO BE LACK OF PROPER MAINTENANCE. THE VEHICLE MAY FAIL A STATE OR LOCAL EMISSION INSPECTION TEST IF THE RECALL WORK IS NOT COMPLETED.

DEALER CAMPAIGN RESPONSIBILITY

ALL UNSOLD NEW VEHICLES IN DEALERS' POSSESSION AND SUBJECT TO THIS CAMPAIGN MUST BE HELD AND INSPECTED/REPAIRED PER THE SERVICE PROCEDURE OF THIS CAMPAIGN BULLETIN BEFORE CUSTOMERS TAKE POSSESSION OF THESE VEHICLES.

DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO CUSTOMERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD.

CUSTOMERS WHO HAVE RECENTLY PURCHASED VEHICLES SOLD FROM YOUR VEHICLE INVENTORY, AND FOR WHICH THERE IS NO CUSTOMER INFORMATION INDICATED ON THE DEALER LISTING, ARE TO BE CONTACTED BY THE DEALER. ARRANGEMENTS ARE TO BE MADE TO MAKE THE REQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING TO SUCH CUSTOMERS A COPY OF THE APPROPRIATE DIVISIONAL LETTER. CAMPAIGN FOLLOW-UP CARDS SHOULD NOT BE USED FOR THIS PURPOSE, SINCE THE CUSTOMER MAY NOT AS YET HAVE RECEIVED THE NOTIFICATION LETTER.

IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, PLEASE TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.

WHEN A CALIFORNIA EMISSIONS CAMPAIGN IS COMPLETED BY A GM DEALER, THE DEALER MUST PROVIDE THE VEHICLE OWNER A "PROOF OF CORRECTION CERTIFICATE" WHICH THE OWNER MAY NEED TO PRESENT TO THE CALIFORNIA DEPARTMENT OF MOTOR VEHICLES (DMV) WHEN RENEWING THEIR VEHICLE REGISTRATION. WITHOUT THIS CORRECTION CERTIFICATE, THE OWNER MAY BE UNABLE TO RENEW THEIR VEHICLE REGISTRATION.

SERVICE PROCEDURE

IMPORTANT: REFER TO THE INSPECTION FLOW CHART FOLLOWING THE SERVICE PROCEDURE. THIS SERVICE PROCEDURE REQUIRES ONE OR TWO INSPECTIONS:

IGNITION COIL/CONTROL MODULE ASSEMBLY DATE CODE: THE DATE CODE FOR THE ENTIRE IGNITION COIL/CONTROL MODULE ASSEMBLY IS PRINTED IN WHITE LETTERS AND IS LOCATED ON THE FORWARD HORIZONTAL EDGE OF THE ASSEMBLY NEAR THE BOTTOM. IT MAY BE NECESSARY TO MOVE A WIRE HARNESS CLEAR TO SEE THE CODE. IF THIS DATE CODE IS ONE OF FIVE (5) SUSPECT CODES, THE DATE CODE AND LOT CODE ON THE BOTTOM OF THE IGNITION CONTROL MODULE MUST BE INSPECTED.

IGNITION CONTROL MODULE DATE CODE AND LOT CODE: THESE CODES ARE LOCATED ON THE UNDERSIDE OF THE IGNITION CONTROL MODULE (FLAT PIECE TO WHICH THE THREE COILS ARE MOUNTED; SEE DIAGRAM AFTER STEP 2 OF THE SERVICE PROCEDURE). IF THE DATE CODE IS ONE OF TWO (2) SUSPECT CODES (DIFFERENT SUSPECT CODES THAN ON EDGE OF COIL/CONTROL MODULE ASSEMBLY) AND THE LOT CODE IS ONE OF THREE (3) SUSPECT CODES, THE IGNITION CONTROL MODULE MUST BE REPLACED.

1. INSPECT THE FRONT, LOWER EDGE OF THE IGNITION COIL/CONTROL MODULE ASSEMBLY FOR A DATE CODE PRINTED IN WHITE LETTERS. IT MAY BE NECESSARY TO MOVE A WIRING HARNESS TO ALLOW OBSERVATION. THERE WILL BE A SEVEN-DIGIT NUMBER (PROBABLY 1103961) FOLLOWED BY A FOUR-CHARACTER DATE CODE. IF THE DATE CODE IS 8H25, 8H26, 8H27, 8H28, OR 8H29, PROCEED TO STEP TWO (2) OF THIS SERVICE PROCEDURE. IF THE DATE CODE ON THE ASSEMBLY IS NOT ONE OF THESE DATE CODES, PROCEED TO STEP FIVE (5) OF THIS SERVICE PROCEDURE.

2. REMOVE THE THREE WIRING CONNECTIONS TO THE IGNITION CONTROL MODULE. THEN REMOVE THE SIX SCREWS THAT RETAIN THE COILS THROUGH THE MODULE. CAREFULLY LIFT THE MODULE AND COILS AS A UNIT FROM THE MOUNTING BRACKET AND ROTATE THE BOTTOM TOWARD THE FRONT OF THE VEHICLE. THREE IDENTIFICATION CODES/NUMBERS ARE MACHINE PRINTED ON THE BOTTOM OF THE IGNITION CONTROL MODULE AS SHOWN BELOW. A FOUR-CHARACTER DATE CODE FOLLOWED BY A FOUR-CHARACTER LOT CODE ARE PRINTED BELOW A FOUR-DIGIT NUMBER.

3. IF THE DATE CODE IS EITHER 8H22 OR 8H24, AND THE LOT CODE IS EITHER 4V40, 4V48, OR 4V49 (SEE TABLE OF SUSPECT CODES BELOW), PROCEED TO STEP FOUR (4) OF THIS SERVICE PROCEDURE AND REPLACE THE IGNITION CONTROL MODULE WITH P/N 10489422. IF EITHER THE DATE CODE OR THE LOT CODE DOES NOT MATCH THE SUSPECT CODES, THE CONTROL MODULE IS NOT SUSPECT. RE-ASSEMBLE THE IGNITION COIL/ CONTROL MODULE ASSEMBLY TO THE VEHICLE FOLLOWING THE APPROPRIATE SERVICE MANUAL PROCEDURE AND PROCEED TO STEP FIVE (5) OF THIS SERVICE PROCEDURE.

4. REPLACE THE IGNITION CONTROL MODULE WITH P/N 10489422 AND RE-ASSEMBLE THE IGNITION COIL/CONTROL MODULE ASSEMBLY TO THE VEHICLE FOLLOWING THE PROCEDURE IN THE APPROPRIATE SERVICE MANUAL.

5. INSTALL THE GM CAMPAIGN IDENTIFICATION LABEL.

6. CALIFORNIA DEALERS ONLY, PROVIDE OWNER WITH A "VEHICLE EMISSION RECALL PROOF OF CORRECTION" CERTIFICATE.

CAMPAIGN IDENTIFICATION LABEL

EACH VEHICLE CORRECTED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL". EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER AND THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR A BALL POINT PEN.

EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN BY THE CUSTOMER FOR PERIODIC SERVICING. WHEN INSTALLING THE CAMPAIGN IDENTIFICATION LABEL, BE SURE TO PULL THE TAB TO ALLOW ADHESION OF THE CLEAR PROTECTIVE COVERING. ADDITIONAL CAMPAIGN IDENTIFICATION LABELS CAN BE OBTAINED FROM VISPAC INCORPORATED BY CALLING 1-800-269-5100 (MONDAY-FRIDAY, 8:00 A.M. TO 4:30 P.M. EST). ASK FOR ITEM NUMBER S-1015 WHEN ORDERING.

SUBJECT: CAMPAIGN 98059 ENGINE MISFIRE - INSPECT/REPLACE IGNITION CONTROL MODULE

MODELS: 1999 CHEVROLET LUMINA, MONTE CARLO, AND MALIBU; PONTIAC GRAND PRIX; BUICK CENTURY; AND OLDSMOBILE CUTLASS EQUIPPED WITH 3.1L V6 ENGINES (RPO L82; VIN 'M')

DEFECT INVOLVED

GENERAL MOTORS HAS DECIDED TO CONDUCT A VOLUNTARY EMISSION CAMPAIGN INVOLVING CERTAIN 1999 CHEVROLET LUMINA, MONTE CARLO, MALIBU; PONTIAC GRAND PRIX; BUICK CENTURY; AND OLDSMOBILE CUTLASS MODEL VEHICLES EQUIPPED WITH 3.1L V6 ENGINES (RPO L82; VIN 'M'). THESE VEHICLES MAY BE EQUIPPED WITH IGNITION COIL/CONTROL MODULE ASSEMBLIES THAT WERE INCORRECTLY MANUFACTURED AND MAY RESULT IN SETTING THE SES LIGHT AND CAUSING VARIOUS DRIVEABILITY PROBLEMS, INCLUDING ENGINE MISFIRE.

TO CORRECT THIS CONDITION, DEALERS ARE TO INSPECT THE IGNITION COIL/CONTROL MODULE ASSEMBLY FOR SUSPECT DATE CODES AND LOT NUMBERS AND, IF NECESSARY, REPLACE THE IGNITION CONTROL MODULE.

THE CUSTOMER NAME AND ADDRESS DATA FURNISHED WILL ENABLE DEALERS TO FOLLOW-UP WITH CUSTOMERS INVOLVED IN THIS CAMPAIGN. ANY DEALER NOT RECEIVING A COMPUTER LISTING WITH THE CAMPAIGN BULLETIN HAS NO INVOLVED VEHICLES CURRENTLY ASSIGNED.

NOTICE: DUE TO THE SMALL NUMBER OF VEHICLES INVOLVED AND DUE TO LIMITED INITIAL PARTS AVAILABILITY, DEALERS ARE ENCOURAGED NOT TO ORDER CAMPAIGN PARTS FOR USE AS SHELF STOCK. PARTS SHOULD ONLY BE ORDERED WHEN INSPECTION DETERMINES THAT IT IS NECESSARY TO REPLACE THE IGNITION CONTROL MODULE.

NOTICE: IT IS ESTIMATED THAT ONLY 17% OF INVOLVED VEHICLES WILL REQUIRE IGNITION CONTROL MODULE REPLACEMENT. PLEASE ORDER PARTS ACCORDINGLY.

CUSTOMER NOTIFICATION

REGISTERED LETTERS WILL BE SENT TO KNOWN OWNERS OF RECORD LOCATED WITHIN AREAS COVERED BY THE U.S. NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, AS AMENDED. FOR OWNERS OUTSIDE THESE AREAS, THE ATTACHED SUGGESTED DEALER LETTER IS RECOMMENDED AND SHOULD BE SENT BY DEALERS.

DEALER CAMPAIGN RESPONSIBILITY

ALL UNSOLD NEW VEHICLES IN DEALER'S POSSESSION AND SUBJECT TO THIS CAMPAIGN MUST BE HELD AND INSPECTED/REPAIRED PER THE SERVICE PROCEDURE OF THIS CAMPAIGN BULLETIN BEFORE CUSTOMERS TAKE POSSESSION OF THESE VEHICLES.

DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO CUSTOMERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD.

CUSTOMERS WHO HAVE RECENTLY PURCHASED VEHICLES SOLD FROM YOUR VEHICLE INVENTORY, AND FOR WHICH THERE IS NO CUSTOMER INFORMATION INDICATED ON THE DEALER LISTING, ARE TO BE CONTACTED BY THE DEALER. ARRANGEMENTS ARE TO BE MADE TO MAKE THE REQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING TO SUCH CUSTOMERS A COPY OF THE APPROPRIATE CUSTOMER LETTER ACCOMPANYING THIS BULLETIN.

IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU MUST TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.

THIS SERVICE PROCEDURE REQUIRES ONE OR TWO INSPECTIONS:

IGNITION COIL/CONTROL MODULE ASSEMBLY DATE CODE:

THE DATE CODE FOR THE ENTIRE IGNITION COIL/CONTROL MODULE ASSEMBLY IS PRINTED IN WHITE LETTERS AND IS LOCATED ON THE FORWARD HORIZONTAL EDGE OF THE ASSEMBLY NEAR THE BOTTOM. IT MAY BE NECESSARY TO MOVE A WIRE HARNESS CLEAR TO SEE THE CODE. IF THIS DATE CODE IS ONE OF FIVE (5) SUSPECT CODES, THE DATE CODE AND LOT CODE ON THE BOTTOM OF THE IGNITION CONTROL MODULE MUST BE INSPECTED.

IGNITION CONTROL MODULE DATE CODE AND LOT CODE:

THESE CODES ARE LOCATED ON THE UNDERSIDE OF THE IGNITION CONTROL MODULE (FLAT PIECE TO WHICH THE THREE COILS ARE MOUNTED; SEE DIAGRAM AFTER STEP 2 OF THE SERVICE PROCEDURE). IF THE DATE CODE IS ONE OF TWO (2) SUSPECT CODES (DIFFERENT SUSPECT CODES THAN ON EDGE OF COIL/CONTROL MODULE ASSEMBLY) AND THE LOT CODE IS ONE OF THREE (3) SUSPECT CODES, THE IGNITION CONTROL MODULE MUST BE REPLACED.

1. INSPECT THE FRONT, LOWER EDGE OF THE IGNITION COIL/CONTROL MODULE ASSEMBLY FOR A DATE CODE PRINTED IN WHITE LETTERS. IT MAY BE NECESSARY TO MOVE A WIRING HARNESS CLEAR. THERE WILL BE A SEVEN-DIGIT NUMBER (PROBABLY 1103961) FOLLOWED BY A FOUR-CHARACTER DATE CODE. IF THE DATE CODE IS 8H25, 8H26, 8H27, 8H28, OR 8H29, PROCEED TO STEP TWO (2) OF THIS SERVICE PROCEDURE. IF THE DATE CODE ON THE ASSEMBLY IS NOT ONE OF THESE DATE CODES, PROCEED TO STEP FIVE (5) OF THIS SERVICE PROCEDURE.

SERVICE PROCEDURE

2. REMOVE THE THREE WIRING CONNECTIONS TO THE IGNITION CONTROL MODULE, THEN REMOVE THE SIX SCREWS THAT RETAIN THE COILS THROUGH THE MODULE. CAREFULLY LIFT THE MODULE AND COILS AS A UNIT FROM THE MOUNTING BRACKET AND ROTATE THE BOTTOM TOWARD THE FRONT OF THE VEHICLE.

THREE IDENTIFICATION CODES/NUMBERS ARE MACHINE PRINTED ON THE BOTTOM OF THE IGNITION CONTROL MODULE AS SHOWN BELOW. A FOUR-CHARACTER DATE CODE FOLLOWED BY A FOUR-CHARACTER LOT CODE ARE PRINTED BELOW A FOUR-DIGIT NUMBER.

3. IF THE DATE CODE IS EITHER 8H22 OR 8H24, AND THE LOT CODE IS EITHER 4V40, 4V48, OR 4V49 (SEE TABLE OF SUSPECT CODES BELOW), PROCEED TO STEP FOUR (4) OF THIS SERVICE PROCEDURE AND REPLACE THE IGNITION CONTROL MODULE WITH P/N 10489422.

IF EITHER THE DATE CODE OR THE LOT CODE DO NOT MATCH THE SUSPECT CODES, THE CONTROL MODULE IS NOT SUSPECT. REASSEMBLE THE IGNITION COIL/CONTROL MODULE ASSEMBLY TO THE VEHICLE FOLLOWING THE APPROPRIATE SERVICE MANUAL PROCEDURE AND PROCEED TO STEP FIVE (5) OF THIS SERVICE PROCEDURE.

4. REPLACE THE IGNITION CONTROL MODULE WITH P/N 10489422 AND REASSEMBLE THE IGNITION COIL/CONTROL MODULE ASSEMBLY TO THE VEHICLE FOLLOWING THE PROCEDURE IN THE APPROPRIATE SERVICE MANUAL.

5. INSTALL CAMPAIGN IDENTIFICATION LABEL.

EACH VEHICLE CORRECTED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL." EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER AND THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR A BALL POINT PEN.

EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN BY THE CUSTOMER FOR PERIODIC SERVICING. ADDITIONAL CAMPAIGN IDENTIFICATION LABELS CAN BE OBTAINED FROM YOUR REGIONAL MARKETING OFFICE.

APPLY THE "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN, DRY SURFACE.
