General Motors has decided that certain 1996 model Aurora vehicles may have been built with an incorrect positive crankcase ventilation (PCV) valve. The incorrect PCV valve has a flow rate approximately 1 ft3/Min. less than the PCV valve released for the Aurora engine. Possible results could be lower engine oil life, a higher probability of varnish and sludge or higher idle air control flow with a potential effect on vehicle emissions.
To prevent the possibility of this condition from occurring, Aurora retailers are to inspect and if necessary, replace the positive crankcase ventilation (PCV) valve on all involved vehicles.
Involved are certain (not all) 1996 Aurora model vehicles equipped with Federal and California Emissions, as listed below within the following VIN breakpoints:

All vehicles listed on the Aurora retailer's printout will require inspection and/or correction. Campaign involvement, or campaign completion of any vehicle(s) in question, can be verified by utilizing VISS (Vehicle Information Service System).
Involved vehicles have been identified by Vehicle Identification Number listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved Aurora retailers with the campaign bulletin. Owner name and address data furnished will enable retailers to follow-up with owners involved in this campaign. These listings may contain owner names and addresses obtained from State
Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any Aurora retailer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). Normal orders should be placed on a Daily Replenishment Order (DRO). An emergency requirement should be ordered on a Customer Special Order (CSO).

1996 Aurora owners will be notified of this recall on their vehicles by Oldsmobile Division (see copy of the owner letter included with this bulletin).
If there is evidence of intentional disablement of the emission system, the Aurora retailer is to notify the vehicle owner of this condition and ask if he/she wants the system restored. Restoration cost is the responsibility of the owner.
When a California emissions campaign is completed by a retailer, the retailer must provide the vehicle owner with a "Proof of Correction Certificate" which the owner may need to present to the California Department of Motor Vehicles (DMV) when renewing their vehicle registration. Without this correction certificate, the owner may be unable to renew their vehicle registration. Please confirm that service staff are currently trained in providing the certificate and that certificate pads are on hand.
All unsold new vehicles in the Aurora retailers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles. After campaign is completed, the vehicle may be released for sale/delivery.
Aurora retailers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the Aurora retailer's listing are to be contacted by the retailer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner's letter included in this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your retail facility for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle. Your cooperation in completing this campaign as soon as possible will be greatly appreciated.
1. Remove PCV valve from the PCV valve grommet in the right (rear) camshaft cover (see Figure 1).
2. Inspect the PCV valve for the AC Rochester "Type number" (see Figure 2):
* If the AC Rochester Type number is CV 769 C, the PCV valve is the correct valve. Proceed to step 5.
* If the AC Rochester Type number is any number other than CV 769 C, the PCV valve is incorrect. Proceed to step 3.
3. Remove the PCV valve from the PCV valve hose.
4. Install new PCV valve P. N. 6487532 (AC Rochester Type CV 769 C) into PCV valve hose.
5. Install PCV valve into PCV valve grommet.
6. Install a Campaign Identification Label.
7. California retailers only: Provide owner with a "Vehicle Emission Recall Proof of Correction" certificate.
Each label provides space to include the subject corporate campaign number and the Oldsmobile retailer identification (dealer) code of the retailer completing the campaign service. This information must be inserted with a ball point pen. Servicing retailers are to ensure that these numbers are recorded and the label is properly affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. This label is to be used in conjunction with a clear protective plastic cover which will also be provided to retailers when labels are ordered. This notice is to inform you Oldsmobile Division is conducting an emission recall that includes your vehicle.
REASON FOR RECALL: General Motors has decided that certain 1996 model Aurora vehicles may have been built with an incorrect positive crankcase ventilation (PCV) valve. The incorrect PCV valve has a flow rate lower than the PCV valve released for the Aurora engine. Possible results could be lower engine oil life, a higher probability of varnish and sludge or higher idle air control flow with a potential effect on vehicle emissions.
To prevent the possibility of this condition from occurring, Aurora retailers are to inspect and if necessary, replace the positive crankcase ventilation (PCV) valve on all involved vehicles.
WHAT WE WILL DO: To correct this condition on your vehicle, we will inspect/replace the positive crankcase ventilation (PCV) valve at no charge to you.
WHAT YOU SHOULD DO: Contact your Aurora retailer to arrange a service date. Instructions have been sent to your Aurora retailer. It is estimated that parts will be available to your retailer May 30, 1996. Please ask your Aurora retailer if you desire an estimate of the total time needed to schedule, process and return your vehicle. Included in this time would be about twelve (12) minutes for a technician to inspect/replace the PCV valve. You may have your vehicle serviced at the authorized Aurora retailer of your choice.
EMISSION WARRANTY: To ensure your full protection under the emission warranty made applicable to your vehicle by Federal Law, and your right to participate in future recalls, it is recommended that you have your vehicle serviced as soon as possible. Failure to do so could legally be decided to be lack of proper maintenance of your vehicle. Also, your vehicle may fail a state or local emission inspection test if the recall work is not accomplished.
Should your Aurora retailer find that your emission system has been intentionally disabled, you will be asked if you wish the system to be restored so that it will function as designed. The cost of such restoration will be your responsibility.
IMPORTANT MESSAGE FOR CALIFORNIA RESIDENTS ONLY: The California Air Resources Board (CARB) requires that vehicle emission campaign be completed prior to California registration renewal. Uncorrected emission recall campaign will result in the inability to renew your California registration.
At the time of emission campaign completion, your California Aurora retailer will issue a "Proof of Correction Certificate". Keep this certificate and, if required, present it to the California Department of Motor Vehicles (DMV) when renewing your California registration as proof of campaign completion.
Should your Aurora retailer not schedule a service date within a reasonable time, please call Oldsmobile Customer Assistance (1-800-442-6537).
