MODEL: 1990 C7H TOPKICK/KODIAK TRUCKS WITH FULLER 5106 (RPO MMO) OR 6106 (RPO MLO, MKO) TRANSMISSION, AND HYDRAULIC BRAKES (JE3) WITH TRANS- MISSION MOUNTED PARKING BRAKES
CONTENTS OF THIS BULLETIN SENT TO DEALERS VIA DCS MESSAGE ON JANUARY 16, 1990.
General Motors has determined that certain 1990 C7H TopKick/Kodiak trucks with Fuller 5106 (RPO LMO) or 6106 (RPO MLO, MKO) transmission, and hydraulic brakes (JE3) with transmission mounted parking brakes may have parking brakes with mis-indexed reaction levers. The parking brake will function normally even with the mis-indexed lever. However, over time, if the parking brake shoes wear significantly the lever has the potential of becoming disengaged from its retaining tangs. Disengagement would cause some reduction in parking brake effectiveness.
To correct this condition, it will be necessary to reposition the reaction lever.
Involved are certain 1990 C7H TopKick/Kodiak trucks with Fuller 5106 (RPO MMO) or 6106 (RPO MLO, MKO) transmission, and hydraulic brakes (JE3) with transmission mounted parking brakes. VIN's and dealer codes are listed below:

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward. Dealers are to correct all affected vehicles in new and used vehicle stock prior to their sale.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to ensure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer and arrangements made to make the required cor- rection according to instructions contained in this bulletin.
If no owner's name and address were available to GMC Truck Division at the time of campaign initiation, the dealer will determine the owner's name and address from the dealership sales records. Owners will be notified of this campaign on their vehicles by GMC Truck Division (see copy of owner letter included with this bulletin). A listing of owner names and addresses has been furnished to the involved dealers to enable dealers to follow up with owners involved in this campaign. This testing may contain owner names and addresses obtained from State Motor Vehicle Registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to this campaign.
All involved units must be inspected for the condition and corrected if necessary. It will be necessary to perform the following procedure:
1. Disconnect and remove drive shaft and yoke from transmission.
2. Remove park brake drum.
3. Remove and re-install reaction lever so pin on backside of lever is positioned into "pin pocket" (smaller 1/2 round cut out) not "cam pocket" (about 1-7/8" long) on brake shoe web. (NOTE: Pin pocket is located between the 9 and 10 o'clock position). Be sure lever ends are under both tangs on each brake shoe web.
4. Install brake drum - torque brake drum bolts 37 Nm (27 lb. ft), yoke and reconnect drive shaft-torque drive shaft retainer bolts 15O Nm (111 lb. ft).
5. Check and adjust parking brake as required. Reference service procedure in GMC Truck TopKick/Kodiak Service Manual X-9033, Section 5C-6.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
