It has been identified that the ignition switch wiring harness, if not routed correctly, may interfere with the steering column BTSI solenoid.
• | With the steering column telescoped fully forward, the wiring harness can contact the end of the BTSI solenoid plunger which may prevent removal of the ignition key. |
• | It is possible that interference may, with the ignition "off", enable the ignition key to be removed with the gear selector in other than the "Park" position. |
Wiring harness correct and incorrect locations are shown following Attachment 1(a).
All vehicles within the vehicle assembly plant when this was discovered have been tested and reworked where necessary. This condition will not affect any vehicles with the exception of those shown in the list at the end of this bulletin.

All vehicles shown on the listing at the end of this bulletin must be inspected during PDI inspection.
Where the test process indicates a problem, the wiring must be re-routed to ensure clearance to the solenoid.
It is recommended that inspected vehicles be identified with a small paint dot or sticker on the lower steering column cover out of normal view.

Attachment 1(a) - BTSI Operation Check
Important: The battery must be connected in order to perform these checks.
Check A
- Put the key into the ignition and turn to "On" (not "Start").
- Adjust (telescope) the steering column fully out and then fully in. Lock the column into position.
- Turn the ignition "off" and remove the key normally.
Result
• | If the key can be removed, the vehicle is OK. |
• | If the key cannot be removed, the vehicle is faulty and requires harness re-routing. |
Check B
- Put the key into the ignition and turn to "On" (not "Start).
- With your foot on the brake, shift the gear selector from Park to Reverse.
- Turn the ignition "off" and remove the key normally.
Result
• | If the key cannot be removed, the vehicle is OK. |
• | If the key comes out, the vehicle is faulty and requires harness re-routing. |
Important: Re-route only if required following inspection.

To access wiring, remove the upper and then lower steering column cover following the instructions shown in the 2007 Model Year Lumina/ Caprice Service Information. Instructions are shown in Steering - Repair, page 2-74.
Inspect the wiring for correct routing, and if necessary, re-route to ensure that the wiring is behind the steering column flange and clear of the BTSI solenoid
