MODEL: CERTAIN 1993 FLEETWOODS
The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.
If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.
To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the owner letter, if the condition is not remedied within a reasonable time, owners are instructed on how to contact the National Highway Traffic Safety Administration.
General Motors has determined that certain 1993 Cadillac Fleetwood model vehicles are equipped with passenger side Supplemental Inflatable Restraints (SIR) which may experience inflator ignition delay in the event of an accident which requires deployment of the SIR. If inflator ignition delay occurs, the SIR may be late in deploying and the vehicles would not meet the requirements of Federal Motor Vehicle Safety Standard (FMVSS) 208, "Occupant Crash Protection".
To correct this condition, and to comply with FMVSS 208, dealers are to inspect the passenger side SIR inflator module on involved vehicles and, if necessary, replace the module as per the Vehicles Involved and Service Procedure sections of this bulletin. Some involved vehicles are known to have the suspect SIR inflator module and dealers will replace these modules without performing the inspection.
Owners of vehicles affected by this campaign will be notified by Cadillac Motor Car Division via telephone and letter. Cadillac will assist each owner in arranging a service appointment with their dealer. Affected dealers will be provided a copy of this bulletin and corresponding vehicle/owner information necessary to complete this campaign. A copy of the owner letter is attached.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Section 108 of the National Traffic and Motor Vehicle Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.
All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
The availability of courtesy transportation to owners of vehicles involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are to take the steps necessary to ensure that these owners clearly understand that if their vehicle must be held until a replacement SIR module is received and the repair completed, that courtesy transportation is available and will be provided upon request at no charge to the owner. Dealers should submit Courtesy Transportation Claims related to the completion of this campaign in the normal manner and appropriate credit will be issued.
Dealers who are servicing involved vehicles should obtain replacement passenger side SIR inflator modules directly from the manufacturer - Inland Fisher Guide (IFG). These parts will be provided to dealers at no charge and will not be billed to dealers open parts account. Dealers should not order parts from GMSPO.
To order parts contact IFG between 8 a.m. and 8 p.m. Eastern Standard Time, Monday through Friday, by calling (513) 356-2114. Be prepared to provide IFG with VIN, 16 digit SIR module serial number, dealer name, address and other appropriate shipping information. parts in most cases will be shipped
1. Disable the SIR system. Refer to page 8C-7 of the SIM.
2. Remove instrument panel upper trim pad. Refer to page 8C-24 of the SIM.
3. As per the Vehicles Involved section determine if vehicle requires inspection and possible repair or requires repair only. If vehicle requires inspection and possible repair proceed to Step 4. If vehicle requires repair only proceed to Step 5.
4. Record the 16 digit passenger side SIR inflator module serial number. The bar code label with the module serial number is located on the top surface of the module, towards the right side (see illustration).
If the module serial number matches one of the four (4) numbers below, module replacement is required. Obtain replacement module as described in the Parts Information section and hold vehicle until replacement is completed. Owner should be provided with courtesy transportation, if desired. See Courtesy Transportation section for additional information. Proceed to Step 5 when replacement module is received.

If the module seria number does not match one of these numbers, module replacement is not required. Call IFG at the telephone number indicated in the Parts Information section. Provide IFG with the VIN and module serial number. Proceed to Step 6.
5. Remove passenger side SIR inflator module and install replacement module obtained from Inland Fisher Guide (IFG). Refer to page 9J-B-6 of the SIM.
6. Reinstall instrument panel upper trim pad. Refer to page 8C-24 of the SIM.
7. Enable SIR system. Refer to page 8C-7 of the SIM.
8. If replacement was required, retum defective module to IFG in the IFG shipping container as per the instructions included with the new module. CAUTION: DO NOT DEPLOY - RE MODULE INTACT.
9. Install Campaign Completion Label.
Upon completion of this campaign, a Campaign Completion Label (CAT. NO. S-1015) should be affixed on a clean, dry surfaces of the radiator core support in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 93-C-4 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure that these numbers are recorded and the label is properly affixed.
Credit for this campaign will be issued upon receipt of a properly prepared warranty claim which includes the following information:

* This labor time represents the actual time required to perform the correction. Dealers should apply for 0.1 additional hour for Cam'aign Administrative Allowance as "Other Labor Hours".
This amount represents 30% of the GMSPO dealer net price for the parts required to perform this repair.
