General Motors of Canada Limited has determined that certain 1993 Buick LeSabre and Park Avenue, Cadillac DeVille, DeVille Touring Sedan and Sixty Special, Oldsmobile Eighty Eight and Ninety Eight and Pontiac Bonneville SSEI, SSE, SE model vehicles may exhibit a condition where the Brake Transmission Shift Interlock (BTSI) solenoid becomes stuck in the engaged position and does not allow the transmission to shift out of park (on vehicles with column mounted shift lever).
To prevent this condition from occurring, dealers will inspect the BTSI solenoids for suspect build date codes on involved vehicles, and replace solenoids with affected codes.
Involved are certain 1993 Buick LeSabre and Park Avenue, Cadiliac DeVille, DeVille Touring Sedan and Sixty Special, Oldsmobile Eighty Eight and Ninety Eight and Pontiac Bonneville SSEi, SSE, SE model vehicles with column shift built within the following VIN breakpoints:

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
All unsold new vehicles in dealer's possession and subject to this campaign may be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow- up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction hag been made before selling or releasing the vehicle.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.

Time allowance includes 0. 1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 30% to cover parts handling.
Inspection
1. Raise hood.
2. Remove left hand sound insulator to expose lower steering column area.
3. Inspect BTSI Solenoid date code stamped on bottom of solenoid (see Illustration page 4).
o If date code is 2286, 2287, 2288, 2289, 2290, 2293 proceed to replacement, step 4.
o If date code is.other dian above, proceed to step 5.
Replacement
4. Follow steps in Service Manual for "Solenoid Replacement with Steering Column Installed in Vehicle." Be sure to disable and enable the Supplemental Inflatable Restraint (SIR) system.
5. Reinstall left-hand sound insulator.
6. Install Campaign Identification Label and close hood.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

We are writing to you today with our action to resolve this condition before it might occur on your vehicle.
Certain vehicles may exhibit a condition where the Brake Transmission Shift Interlock solenoid becomes stuck in the engaged position and does not allow the transmission to shift out of park.
This condition is aggravated by cold temperature and is more likely to occur during start-up in cold weather.
If this condition occurs before you have the opportunity to have the inspection/correction made at your GM dealer, try the following:
1. Leave key in the ON position for five (5) minutes.
2. Then start the vehicle in the normal manner, with your foot on the brake pedal, try to pull the shift lever out of the park position using normal effort.
3. Repeat steps 1 and 2 up to two (2) times, if necessary waiting the five (5) minutes each time.
4. If you still cannot pull the shift lever out of park, contact your GM dealer or call Roadside Assistance, 1-800-268-6800.
To prevent this condition from occurring, GM dealers will inspect and, ff required, replace the BTSI solenoid.
This service will be provided for you at no charge.
Please contact your GM dealer as soon as possible to arrange a service date.
If parts are required, ask your dealer for details regarding their availability. If parts are not in stock, they can be ordered before scheduling your service date.
