Information contained in this bulletin supersedes DSIB 92-I-1 with the exception of Section 2 (1992 Radio Applications) which should be retained. DSIB 91-I-1 contains information on factory telephones offered through 1990 and on Brougham mechanical speedometer and should be retained.

General Information On AC-Delco Repair/Exchange Programs -------------------------------------------------------- Exchange Parts Availability/Pre-Exchange Units: ---------------------------------------------- AC-Delco Service Centers identified in this DSIB will have a limited supply of exchange parts available. Refer to Table 1. The centers are authorized to do "pre-exchanges", that is sending an exchange unit to the dealership in advance of receiving a problem unit for repair. Prior approval of the owner to accept a repaired or exchange unit must be obtained and noted on the repair order.
Service of the Supplemental Inflatable Restraint DERM and of CDM radio components (1990-1993 Allante remote radio receiver, CD player used in 1990-1991 Eldorados and Sevilles, 1990-1992 DeVilles and Fleetwoods [FWD], l992-1993 Eldorados and Sevilles, and 1993 Fleetwood and Fleetwood Brougham [RWD} remote radio receiver) will be only pre-exchange through one of the centers listed in Table 1. Refer to Section 2, Radio, and Section 4, SIR DERM.
Before calling a Repair Center to request exchange parts, begin completing an AC-Delco form 1078. The following information will be required at the initial phone call:
1. Cadillac dealer code (when ordering Cadillac exchange parts).
2. Dealer name, shipping address, and phone number.
3. Whether exchange is for a vehicle in or out of warranty.
4. Part number and description of needed part.
5. Repair Order number.
6. Vehicle I.D. number.
7. Delivery Date and Mileage.
8. For BCM EEPROM orders and NVM chip orders, have exact mileage available and have export options available. (U.S./Sweden-Norway/Canada/Leaded Fuel/Japan)
To locate exchange stock, first call any of the repair shops listed in Section 1, Table 1. Cadillac would prefer that the dealerships use the shop closest to their location. Dealerships may call any of the shops in Section 1, Table 1 for an exchange part.
o All shops are authorized to ship to any Cadillac dealer.
o All shops are required to deliver units by next day service to dealerships in cases where the shop is not within driving distance. The only exceptions to this rule are non - CDM radios which can be repaired at any radio shop listed in AC-Delco publication WA-2. In the case of non-CDM radios, exchange shops are authorized to ship next day service at dealer request, as needed, to satisfy a Cadillac customer.
As independent businesses, the shops may not refer a dealership to another shop for service when an exchange unit is not available. AC-Delco provides a service to help dealerships locate instrument cluster/display and radio exchange parts. The service will apply to the following Cadillac components:
o All analog and digital clusters
o All radios
o Dealer installed Delco Electronics cellular telephones
In the event that an exchange part is not available from the nearest AC-Delco Service Centerlisted in Cadillac Dealer Service Information Bulletin 92-I-1:
1. Have available the name and number of the AC-Delco shop which you initially contacted for parts. Only the shops listed in Table 1 will have exchange stock available.
2. Call (313) 635-1542 between the hours of 7:30 AM and 4:30 PM Eastern Daylight Time.
3. Advise the operator of the part name and number needed, the AC-Delco shop initially contacted, the dealership name, address, and telephone number.
4. The operator will locate the nearest Service Center with an available pre-exchange unit and the Service Center will advise the dealer when delivery can be expected.
Whenever additional service parts assistance is required, contact your nearest AC-Delco regional office as indicated on page 2 of AC-Delco publication WA-2.
Customer Complaint Information: ------------------------------[B[B Customer complaint information provided to the shops' by dealerships is critical to the shops' ability to correctly repair returned units. Good customer complaint information is as important to a repair shop as it is to a dealer technician. Dealerships can help to assure proper repair of radios, clusters' and SIR DERM's by providing complete and accurate information about the customer complaint and the reason that the part is being returned for repair.
AC-Delco Exchange/Repair Process and Cadillac Warranty Claim Procedure: ---------------------------------------------------------------------- Use the following procedure for those components listed on page 1 which are marked with 1:
1. Remove the unit requiring repair from the vehicle; complete all red shaded areas of the AC-Delco Warranty Repair Claim (ACD-1078A). Send the unit and all five copies of the completed form to the authorized AC-Delco center chosen from Table 1 or from AC-Delco publication WA-2. ALL INFORMATION EXCEPT FOR THE DEALERS SIGNATURE MUST BE PRINTED LEGIBLY OR TYPED.
2. The repaired unit will be returned to the dealership with the dealership copy of the AC-Delco form, properly completed. In cases where the dealership has received a pre - exchange unit, the completed form will be mailed after return of the inoperative unit to the Repair Center.
3. A Cadillac warranty claim is to be submitted for the R&R of the unit. An additional .2 hour sublet administrative allowance will be paid if applied for when components are repaired under warranty by an AC-Delco Service Center or another qualified service outlet. This additional time should be entered in the "other labor hours" column of the Cadillac warranty claim.
4. The dealer copy of the ACD - 1078A and the freight receipt or shipping invoice are to be retained in accordance with requirements detailed in the current Cadillac Service Policies and Procedures Manual.
5. If the repair is done by the dealer, or sublet to other than an AC-Delco Service Center, credit will be allowed on a Cadillac Warranty Claim. Allowances for such repairs are included in the Labor Time Guide. Sublet repair charges should be included on the claim and the sublet bill retained in the usual manner.
Failure to return the inoperative unit in the SPECIAL REUSABLE CONTAINER may result in a container replacement fee. Failure to return the ACD-1078 within 30 days of the date the exchange unit was shipped may result in a repair fee. Delinquent core returns may result in a debit to the dealership open parts account.

Following is a list of 1993 Cadillac radio part numbers which have been provided to the AC-Delco Repair Centers listed in Table 1. Communication Data Module or CDM radio technology is applied to the Allante, Fleetwood, Fleetwood Brougham (RWD), Eldorado, and Seville remote radio receiver and the DeVille/60 Special Compact Disc Bose radios. CDM radios are handled by pre-exchange only, with one of the centers listed in Table 1.
Other components (non-CDM) may be pre-exchanged through one of the centers listed in Table 1 or repaired by any authorized AC-DELCO Repair Center. Refer to Section 1 for the procedure to repair of exchange a radio through an authorized AC-DELCO Repair Center. Remove all attachment brackets before sending radios to a Repair Center. Unusual Radio Interference Conditions/Radio System Sublet Work: -------------------------------------------------------------- It is the responsibility of the dealership to diagnose and repair radio system problems such as interference conditions caused by other components on the vehicle. Complete audio system diagnosis can be found in Section 9A, Audio Systems, in the 1993 Service Information Manuals. The 1993 Section 9A contains E&C data bus diagnosis for Fleetwood Brougham (RWD), Eldorado/Seville, and Allante, diagnosis for switch pops and noises, and diagnosis for features inoperative such as clock, audio, cassette problems, or CD player problems.
In unusual cases where the dealership has been unable to determine the cause of a problem, it may be necessary to sublet the repairs to an AC-Delco Service Center. The dealership should make. the Service Information Sections 9A and 8A- 1501151 available to the Repair Center for sublet diagnosis.
The Audio System Condition (ASC) form should be filled out to assist the repair shop in diagnosis of the problem. Information about the ASC form is found in DSIB 89-I-25. Additional ASC forms (publication H-2650) can be ordered at no cost from Helm, Incorporated; RO. Box 07130; Detroit, MI 48207 using the service Publications Order form or by calling 1-800-782-4356.
The dealership will be responsible for the cost of repairs made by the AC -Delco Service Center. Prior authorization should be obtained for such repairs before the sublet repair costs are submitted on a warranty claim.
Cadillac recommends use of the shops listed in Table 1 for all repairs of radios and any radio sublet work. The shops listed are stocked with limited numbers of all 1993 Cadillac radio part numbers and have processes in place to repair or exchange all 1993 Cadillac radios.
Delco radios that are dealer installed or dealer upgraded at a later date are covered under either the 12 month/12,000 mile parts warranty or for the remainder of the vehicle's original New Car Limited Warranty Basic Coverage, whichever is greater.
For radios, submit a warranty claim in the normal manner without a parts amount as the part is provided to the dealership by the exchange center. Include the following information:

3. After receiving the replacement part, return inoperative part with a completed return authorization form in the original shipping box via UPS. IMPORTANT: Care should be exercised when packaging the component to prevent damage in transit. To complete the return authorization form, fill out the form, sign the form, attach the pink copy to the R.O., and return the remaining copies with the inoperative unit.
The combo panel tape deck and CD unit are serviceable separately. The tape deck and CD unit must be removed from the combo panel as described in the Service-Information Manual, Section 9A, when either is serviced.
For warranty purposes use Labor Operation N4150 for combo panel, tape deck, or CD unit replacement; N2000 for right switch pod replacement; and N2001 for left switch pod replacement. Refer to applicable Labor Time Guide for times.
On in-warranty repairs a warranty claim can be submitted to Cadillac for labor only listing the applicable Labor Operation. Dealerships may claim a .2 hour administrative allowance as "other labor hours" and may claim shipping charges as "sublet, materials, towing". Parts should not be listed on the claim since a no-charge replacement is being provided by the Repair Center.
Failure to return the inoperative part with the claim form will result in the assessment of a core charge by Dayton Speedometer Service of $3,000 for a combo panel, $375 for a tape deck or switch pod, or $650 for a CD unit.
Supplemental Inflatable Restraint (SIR) Diagnostic Energy Reserve Module (DERM) ---------------------------------------------------------------------------- Exchange Program Overview: ------------------------- The DERM for 1989 DeVilles and Fleetwoods (with AJ3) and all 1990-1993 DeVilles, Fleetwoods (FWD), Eldorados, Sevilles, Allantes, and 1993 Fleetwoods (RWD) is to be serviced by exchange with one of the centers listed in Table 1. An adequate quantity of DERM exchange stock has been provided so that all DERM warranty service can be performed by a next day pre-exchange.
To obtain exchange parts use the procedures described in Section 1.

To remove the odometer use the following procedure:
1. Remove the inoperative cluster following the procedures in Section 8C of the DeVille and Fleetwood (FWD) Service Information Manual. Observe electrostatic discharge precautions.
2. Remove the two illumination bulbs from the gear selector indicator.
3. Remove the two screws attaching the gear selector indicator to the cluster housing and remove the gear selector indicator from the housing.
4. Disconnect the flex circuit connector from the cluster circuit board.
5. Remove the six screws attaching the clear lens to the housing. Remove the lens and black bezel.
6. Separate the housing from the black (speedometer face) component board by lifting the board straight off the lower dowel pins.
7. Turn the component board over and remove the two screws attaching the odometer frame to the housing. Refer to Figure 5 - 1.
8. Before removing the odometer frame from the housing, grasp the drive link (refer to Figure 2) with needle nose pliers to keep the link attached to the trip odometer. Remove the odometer frame with the drive motor attached. The plier grip can be released, and the drive link will remain in place.
9. Turn the odometer frame over and remove the retaining clip from one end of the odometer shaft. With the clip removed, slide the odometer assembly toward the clip end and remove the odometer from the frame.
10. If replacing the cluster, reinstall the odometer frame onto the inoperative cluster.
To install odometer in the replacement cluster:
1. If using a replacement cluster, remove the two screws securing the odometer frame to the component board of the cluster and separate.
2. Install the odometer assembly into the frame and replace the retaining clip. Note the position of the groove in the odometer assembly and rotate the trip odometer drive link to that position before installing the odometer frame onto the component board. To reinstall the odometer assembly onto the component board, engage the drive link with the groove of the odometer assembly and slide the odometer assembly onto the drive link and locating pins of the component board.
3. Install the odometer frame to the component board and secure with two attaching screws.
4. Reinstall the black (speedometer face) component board locating it on the dowel pins.
5. Reinstall the black bezel and lens and secure with the six attaching screws.
6. Connect the flex circuit connector to the internal circuit board.
7. Install the gear selector indicator and secure with two attaching screws.
8. Install the two gear selector indicator illumination bulbs.
9. Install the cluster assembly following the Service Information Manual procedures in Section 8C.

On in-warranty repairs a warranty claim can be submitted to Cadillac for labor only listing the applicable Labor Operation. The digital instrument cluster in 1985 - 1989 DeVilles and Fleetwoods stores the season odometer mileage in a Non-Volatile Memory (NVM) chip. The cluster and the NVM chip are serviced separately. If cluster replacement is necessary, the NVM chip must be transferred by the dealer from the inoperative cluster to the replacement cluster. Refer to Figure 6-1 for NVM chip location.
In mid-1990 model year production, the NVM chip for cluster P/N 25089359 was changed to a soldered-in (NOT separately serviceable) part. All future 1990-1993 service parts from the Repair Centers will contain an NVM chip. This also affects 1989 DeVilles and Fleetwoods with optional SIR (AJ3).
When servicing 1989 - 1993 models equipped with SIR, the cluster/NVM assembly must be ordered when an NVM chip or cluster replacement is required.

When an NVM chip or a 1989-1993 digital cluster/NVM assembly is ordered, the original NVM chip must be returned. A core charge will be assessed for NVM chips not returned by the dealership.
1990-1992 Brougham and 1993 Fleetwood/Brougham Digital Cluster -------------------------------------------------------------- Program Description: ------------------- The digital instrument cluster in 1990-1992 Broughams stores the season odometer mileage in a Non-Volatile Memory (NVM) chip. The cluster and the NVM chip are not serviced separately. If cluster replacement is necessary, the NVM chip will be replaced as part of the cluster assembly. The Service Center will require correct mileage information in order to program the replacement cluster before shipment.

Eldorado/Seville Analog/Digital Instrument Panel Cluster (1993) --------------------------------------------------------------- Overview: -------- The 1993 Eldorado and Seville instrument panel clusters are available as exchange units from any of the authorized AC-Delco Service Centers listed in Section 1 of this bulletin. Clusters are exchanged as complete units. The clusters are equipped with a socketed PROM, which must be included as part of the exchanged cluster. The socketed PROM is not to be removed or transferred or serviced at this time.
When exchanging a digital cluster, if the condition is not PRNDL related, the PRNDL mechanism should remain with the vehicle. The replacement cluster will come with a PRNDL mechanism installed. Remove the PRNDL from the "new" exchange cluster, install the "new" cluster in vehicle using existing PRNDL, and return the old cluster with the exchange PRNDL installed to the Service Center. (Refer to Section 8C of the Service Information Manual for cluster R&R procedure.) For 4.6L applications, record PS15 and reset to the value after installing new cluster.
The analog and digital clusters are NOT interchangeable on the vehicle. A cluster may only be exchanged for one of the same type.

Eldorado/Seville/Allante BCM EEPROM (Odometer Chip) (1986-1991 Eldorado/Seville and 1987-1993 Allante) --------------------------------------------------- Overview: -------- The BCM in 1986-1991 Eldorados and Sevilles and 1987-1993 Allantes use two types of PROM'S; an EPROM and an EEPROM. Refer to the appropriate Service Information Manual, Section 8D2, to distinguish between EPROM and EEPROM locations inside the BCM.
The EPROM retains information pertaining to those systems and options controlled by the BCM (i.e., the ECC system, lighting, and displays). The BCM EPROM is serviceable and interchangeable with PROM's from the same model vehicles. New EPROM's are available from GMSPO.
The EEPROM stores information specific to the vehicle. This information includes the VIN, season odometer mileage, body style, and some option content information. Unlike the EPROM, the EEPROM may not be transferred from one vehicle to another. Transferring EEPROM's between cars will result in incorrect odometer readings and possibly incorrect CCDIC messages.
Replacement EEPROM's may be obtained only by calling one of the following AC-Delco Service Centers:

Replacement EEPROM's should be shipped to the dealer within 24 hours if the Service Center is called before 2:00 PM. The following information must be given to the Service Center when calling to request a replacement EEPROM:

2. Is the vehicle U.S., Canada, Sweden-Norway, Japan, or Leaded Fuel export?
3. Is the vehicle a two or four door?
4. Exact mileage
5. Dealer code, name, mailing address, and phone number

In the event the exact mileage is not known, a replacement EEPROM may be obtained with either zero miles or the most recent known mileage. An EEPROM with zero mileage should only be requested when the vehicle mileage is not accurately known. An odometer replacement sticker with the approximate mileage must be installed on the driver's door when installing an EEPROM with zero miles. In some cases, the mileage may be read from the failed EEPROM by the Repair Center or Delco Electronics, if necessary.
The replacement EEPROM will be shipped to the dealer with an ACD - 1078A claim form originated by the Service Center. This form must be completed by the dealer and returned to the Service Center with the replaced EEPROM. One copy of the claim form should be retained and attached to the R.O. The remaining forms must be returned to the Service Center with the replaced EEPROM.
o Failure to return the replaced EEPROM with the claim form will result in a $200 core charge.
o Zones will be notified of any EEPROM's not returned within 60 days.
o All returned EEPROM's are checked for proper mileage and the results reported to Cadillac.
For warranty purposes use Labor Operation N4801, EEPROM or EPROM replacement at published time for applicable model year. For EEPROM, a warranty claim should be submitted to Cadillac for labor only. Dealerships may claim a .2 hour administrative allowance as "other labor hours" for EEPROM exchanges and may claim shipping charges for return of the inoperative EEPROM as "sublet, materials, towing".
On 1987-1989 Allantes digital clusters were a no-cost option. The 1990-1993 cars have digital cluster as a customer-pay option on the soft top model (6VS) and as a standard feature on the hard top (6VR). The 1990-1992 hard top model can be retrofit with an analog cluster by the dealership almost at cost due to the difference in core charge for the digital and part cost for the analog. (The digital core payment from VDO-Yazaki will, in most cases, pay for labor and the analog part.) If a customer wants a digital cluster installed into a soft top model, the cost may not be charged to warranty.

F. If the problem involves the odometer, a mileage figure will be required. The replacement cluster will be shipped with mileage preset.
G. Purchase order number or account number.
H. Whether the repair is covered under warranty or not.
3. Cimarron Odometer- For digital instrument cluster problems that do not affect the odometer, the mileage memory chip must be transferred from the inoperative cluster to the replacement cluster by the dealer. Refer to Figure 10-1 for NVM chip location. If the problem involves the odometer, the inoperative cluster must contain the mileage memory chip when it is returned.
Allante Odometer- The Allante digital cluster does not contain a mileage memory chip. The mileage is stored in the BCM EEPROM. Refer to Section 9 for EEPROM service. The Allante analog cluster contains an electromechanical odometer which is serviced with the cluster assembly. Replacement analog clusters will come with an odometer pre-set by VDO-Yazaki with the proper mileage.
4. VDO-Yazaki will ship replacement clusters C.O.D. The C.O.D. price will be the "repair charge" and "core charge" listed plus freight.
5. Included with the replacement cluster will be a computer-printed from. The Allante analog cluster contains backlighting bulbs that are serviceable separately. Refer to Figure 10-2 for the location and specification of serviceable bulbs.
Warranty Period - The replacement parts warranty for the GM Goodwrench Vehicle Security System and its related parts is 12 months/12,000 miles.
Registering The Vehicle - When the GM Goodwrench Vehicle Security System is installed on a vehicle, the attached form (refer to the last page of this DSIB) should be completed and sent to the address indicated on the form. Warranty claims on vehicles for which the form has not been submitted will be rejected and returned to the dealer as "labor incompatible to vehicle". (This form can also be used for any other factory approved dealer installed option, therefore, it would-be beneficial to make additional copies to keep on hand for future use.)

Pre - exchange of transceivers is available only to those dealers enrolled as authorized sales agents for the Delco Electronics phone. Enrolled dealers are supplied with tool J-39147 I.D. Transfer Cable. It is necessary to transfer the Electronic Serial Number (ESN) between replacement and the core transceivers. Therefore, pre-exchanges are available only to dealers with J-39147. Non-enrolled dealers will have to ship-defective transceivers to the AC-Delco shop to have the ESN transfer performed.
Note that Cadillac factory-installed cellular telephones (last offered in 1990) are serviced by Motorola repair shops as described in DSIB 91 - I - 1.

For warranty purposes use Labor Operation N4800, Computer (Control) Body-Replace. Refer to the current Labor Time Guide for applicable allowances. Dealerships may claim a .2 hour administrative allowance as "Other Labor Hours" for CCM exchange and may claim shipping charges for return of the inoperative CCM as "Sublet, Materials, Towing". A parts amount should not be listed on the claim.
