MODEL: ALL 1991-1993 FWD CADILLAC DEVILLES, FLEETWOODS AND SIXTY SPECIALS EQUIPPED WITH THE 4.9L ENGINE (VIN CODE B)
The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.
If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.
To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the owner letter, if the condition is not remedied within a reasonable time, owners are instructed on how to contact the National Highway Traffic Safety Administration.
General Motors has determined that a defect which relates to motor vehicle safety exists in all 1991-1993 FWD model Cadillac DeVilles, Fleetwoods and Sixty Specials equipped with the 4.9L engine (VIN Code B). These vehicles have an upper transaxle oil cooler hose which could pull out of the crimped coupling at the transaxle end of the line assembly. Under certain climate conditions and under certain driving conditions, if this coupling were to separate and an ignition source were present, an engine compartment fire could occur.
To prevent this condition from occurring, dealers are to install a new upper transaxle oil cooler line (to transaxle) on all involved vehicles.
Owners of vehicles affected by this campaign will be notified by letter from Cadillac Motor Car Division. A copy of the owner letter is included with this bulletin. Note that this owner notification process will be initiated in stages beginning with owners residing in colder climates. Dealers located in more temperate climates will be advised via DCS message as to when owners in their area can expect to receive this notification letter.
Involved are all 1991-1993 FWD model Cadillac DeVilles, Fleetwoods and Sixty Specials equipped with the 4.9L engine (VIN Code B) built within the following VIN ranges:

Note that all suspect vehicles should be checked for campaign involvement prior to sale or service utilizing the Vehicle Information Service System (VISS).
A dealer assigned list of vehicles involved is enclosed for your follow-up. If no list is enclosed, none of the involved vehicles are known to be in your area at this time.
This list may contain owner names and addresses obtained from state motor vehicle registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.
All unsold new vehicles in dealers' possession and subject to this campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward. Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
The availability of courtesy transportation to owners of vehicles involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are to take the steps necessary to ensure that these owners clearly understand that courtesy transportation is available and will be provided upon request at no charge to the owner. Dealers should submit such claims in the normal manner and appropriate credit will be issued.
The parts required to complete this campaign should be obtained from the Parts Distribution Centers of General Motors Service Parts Operations (GMSPO). A description is provided below:

To ensure that these parts are obtained as soon as possible, they should be ordered on a "CIO" order using advise code "2" with no special instruction code. Also, if necessary, these parts may be ordered on a "VIP" order and Cadillac will reimburse dealer for any surcharge involved.
An initial supply of required parts will be preshipped by GMSPO to dealers who have involved vehicle(s) assigned to them. These parts will be charged to dealer's open parts account. Additional parts requirements should be ordered as described above.
1. Remove upper transaxle oil cooler hose clamp(s) and hose. See callout (A) on illustration. If no hose clamp(s) are on-line, refer to notice below:
2. Disconnect upper transaxle cooler pipe from ball check fitting (vertically mounted fitting) at transaxle. See callout (B) on illustration.
3. Remove old upper transaxle oil cooler line.
4. Install new upper transaxle oil cooler line (Part Number 25625874) to transaxle finger tight.
5. Tighten line fitting to ball check fitting to 27 N.m (20 lb. ft.).
6. Assemble hose end to pipe. Install hose until stop on pipe is reached.
7. Install two (2) new hose clamps (Part Number 3524502) on hose at pipe end (install both clamps even if only one was removed). Tighten clamps to 1.8 N.m (16 lb. in.).
8. Fill transaxle to proper level with DEXRON IIE fluid. Start vehicle and check for fluid leaks.
9. Install Campaign Completion Label.
Upon completion of this campaign, a Campaign Completion Label (CAT. NO. S-1015) should be affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 93-C-55 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure that these numbers are recorded and the label is properly affixed.
Credit for this campaign will be issued upon receipt of a properly prepared warranty claim which includes the following information:
