This bulletin is being revised to include additional procedures and to change warranty information.
Some 1991 Fleetwoods may demonstrate a condition where the wheel skirt moulding gaps to the skirt along the top edge. In such cases the wheel skirt itself may appear to be wavy. This condition is generally due to the moulding not being properly clipped in all locations.
To repair this condition use the following procedure:
1. Remove the wheel skirt from the vehicle.
2. Determine the clip locations by looking at the back of the skirt.
3. Support the area behind the clip locations and strike the moulding at each of the clip locations with a rubber hammer to properly engage the retaining clips.
4. If the clips do not engage, remove the three retaining screws on the lower legs of the moulding and align the moulding to the clips.
5. Repeat step 3.
6. Install the moulding retaining screws.
7. Reinstall wheel skirt to vehicle.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
