  1. Install the scan tool.
  2. Turn ON the scan tool.

Does the scan tool turn ON?

  1. Disconnect the scan tool from the data link connector (DLC).
  2. Test for voltage at DLC terminal 16.

Is the measured voltage within the specified value?

11 - 13 V

Go to Step 4

Locate and repair an open in the DLC power circuit.

Is the repair complete?

Go to Step 6

  1. Measure the resistance between DLC terminal 4 and ground.
  2. Measure the resistance between DLC terminal 5 and ground.

Is the resistance for both terminals within the specified value?

Less than 5 ohms

Go to Step 6

Locate and repair an open in the DLC ground circuit.

Is the repair complete?

Verify scan tool operation.

NOTE: The scan tool may be malfunctioning if it continues not to operate properly, refer to the scan tool instruction manual.

  1. Problem is not current at this time.
  2. Inspect for poor connections/terminal tension at the DLC terminals 4 and 16. Refer to Connector Repairs in Wiring Systems.
