- Turn the ignition switch to the ON position.
- Turn the windshield wipe/washer switch to the HIGH position.
- Use a DMM in order to measure the voltage between terminal E
of the windshield wiper motor connector and ground.
Does the voltage measure at the specified value?

of the windshield wiper motor connector and ground.

- Use the DMM in order to measure the voltage between terminal 4
of the windshield wiper/washer switch connector and ground

- Repair the open or the high resistance in CKT F9.
