CAMPAIGN:NO CLOSE THROTTLE LINK CLIP INTERFERENCE

MODELS AFFECTED: 1985 SKYLARKS EQUIPPED WITH 2.8L MULTI-PORT FUEL INJECTED (MFI) V-6 ENGINES (ENGINE VIN CODE W)

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type, must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time; the owner may be entitled to an identical or reasonably equivalent vehicle at no charge, or to a refund of the purchase price, less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair the vehicle as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owners are being instructed to contact the Buick home office if their dealer does not remedy the condition within five (5) days of the agreed service date. If the condition is not remedied within a reasonable time, the owners are instructed on how to contact the National Highway Traffic Safety Administration.

CONDITION INVOLVED

General Motors has determined that a defect which relates to motor vehicle safety exists on some 1985 Skylarks equipped with 2.8L Multi-Port Fuel Injected V6 Engines. The throttle linkage retaining clip might interfere with the throttle body casting during normal rotation of the throttle lever. This could prevent the throttle from closing even though the driver has removed his foot from the accelerator pedal. Loss of accelerator control could result in a vehicle crash without prior warning.

VEHICLES INVOLVED

Involved are certain 1985 Buick Skylarks equipped with RPO LB6 2.8L Multi-Port Fuel Injected (MFI) V6 Engines. Vehicles involved were built within the following vehicle identification number breakpoints:

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before releasing or releasing the vehicle.

DEALER MATERIAL

If your dealership has vehicles involved in this campaign, you will receive the following items:

List of all vehicles involved in this campaign shipped to your dealership.

One campaign identification label for each vehicle.

One special gage bushing (required for clearance check in technical procedure).

OWNER NOTIFICATION

Involved vehicles are not to be sold by the dealer until the campaign modification has been completed.

Owners of vehicles recently sold from new vehicle inventory are to be contacted by the dealer and arrangements made to make the required modification according to instructions contained in this bulletin. (See copy of owner letter included with this bulletin.)

PARTS INFORMATION

The special gage bushing required to complete this modification will be forwarded directly to dealers with vehicles involved in this campaign on a no charge basis. Additional gages will be available through the zone offices.

TRANSFER OF VEHICLE

If a vehicle has been transferred or sold to another location, please forward vehicle information for this vehicle to your Buick Zone Office for handling with the proper dealer.

TECHNICAL PROCEDURE

A minimal clearance condition exists on the throttle body assembly where a clip securing the throttle cable might contact a casting boss. Added clearance must be provided to prevent contact of the clip and boss during operation of the throttle.

1. Open hood.

2. Refer to illustration for detailed views of the work required.

3. Locate throttle cable clip.

4. Remove clip. Do not lose or damage clip; it will be reused.

5. Slip cable off throttle cable stud.

6. To locate area of interference, install gage bushing on throttle cable stud. Make sure gage bushing contacts shoulder on stud while checking.

7. Slowly rotate throttle lever through full travel.

8. Bushing will contact the return spring retainer boss at area of interference. If bushing contacts boss, the boss must be filed to create clearance for the throttle cable clip.

9. Position a shop towel under boss to contain filing material.

10. The point of contact must be removed by filing to allow bushing to completely pass the boss. Leave the bushing on stud while performing filing operation.

11. Carefully file retainer boss (a 3/8 square file is recommended).

NOTICE: USE CARE AS TO NOT DAMAGE ANY WIRING, PLASTIC VACUUM LINES, PLASTIC SPRING RETAINER, OR SPRINGS IN THE BOSS AREA.

12. Occasionally check bushing (with bushing against cable stud shoulder) to see clearance has been achieved. When bushing clears casting through full throttle travel, stop filing. Remove the gage bushing.

13. Remove shop towel and all filing chips.

14. Replace throttle cable on cable stud.

15. Reinstall throttle cable clip, and recheck cable operation by rotating throttle lever through full travel.

16. Install campaign label upon completion of the inspection and/or modification.

Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "campaign Identification Label." Each label provides a space to include the five-digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Apply "Campaign Identification Label" only on a clean dry surface.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

To prevent this from occurring on your vehicle, please contact your Buick Dealer to arrange a service date. The dealer will add clearance between the accelerator linkage and throttle body casting. This service will be completed for you at no charge.

Instructions have been sent to your Buick Dealer. The labor time to do the work will be about 20 minutes. Please ask your dealer if you wish to know how much additional time will be necessary to process your vehicle.

Your Buick Dealer is best equipped to provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date, and they do not remedy this condition on that date or within five (5) days, we recommend you contact the Customer Assistance Department, Flint home office, by calling: 800-521-7300, for all except residents of Alaska and Hawaii. After contacting your dealer and the Buick home office, if you are still not satisfied that we have done our best to remedy this condition without charge within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 40 Seventh Street, S.W., Washington, D.C. 20590, or call 800-424-9393 (Washington D.C. residents use 426-0123).

The enclosed Owner Reply Card identifies your vehicle. Presentation of the card to your dealer will assist in making the correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage-paid Owner Reply Card and returning it to us. We are sorry to cause you this inconvenience; however, we have taken this action in the interest of your safety and continued satisfaction with our products.
