This step tests for blower motor operation in the OFF setting.
This step determines if the instrument panel integration module (IPM) is receiving an OFF request from the HVAC control module.
The blower motor will operate at all times if the blower motor housing is shorted to ground or the blower motor control circuit is shorted to ground.
