A tilt spring is rubbing in the housing.
  1. Inspect the housing.
  2. Service the components as needed. Refer to Tilt Spring - Disassemble - Off Vehicle or Tilt Spring - Disassemble - Off Vehicle or Tilt Spring - Assemble - Off Vehicle or Tilt Spring - Assemble - Off Vehicle .

The upper tilt bumpers are worn.
  1. Inspect the upper tilt bumpers.
  2. Service the components as needed.
