The actuator rod is damaged.	Replace the actuator rod as needed. Refer to Steering Column Housing - Disassemble (Floor Shift) or Steering Column Housing - Disassemble (Column Shift).
Refer to Ignition Key Cannot Turn or Sticks in Any Position if the actuator rod is not damaged.
