The pivot pins are bound up.

1. Clean the pivot pins.
2. Inspect the components.
3. Replace the components as needed. Refer to Steering Column Housing - Disassemble (Floor Shift) or Steering Column Housing - Disassemble (Column Shift).

The turn signal switch wires are too tight.

1. Inspect the switch and the wires for correct installation.
2. Replace the components. Refer to Turn Signal and Multifunction Switch Assembly - Assemble - Off Vehicle or Turn Signal and Multifunction Switch Assembly - Assemble - Off Vehicle .

The tilt spring is broken or weak.

1. Inspect the tilt spring.
2. Service the tilt spring as needed. Refer to Tilt Spring - Assemble - Off Vehicle or Tilt Spring - Assemble - Off Vehicle .
